CALL TO ORDER
Commissioners Present: Shaun Roth, Arne Werchick, John Hetherington, Jasmine Crusat,
Michaela Ikeuchi, Zon Sullenberger, Ann Kern, and Bryant Ching
Planning Department: Rosalind Newlon (Planner), Deanne Bugado (Planner), Terri

A quorum was present. Chairman Roth called the meeting to order. Chairman Roth stated that
based on the Mayor's proclamation regarding COVID-19, these meetings will be on line until
further notice. This is to prevent the spread of COVID-19 and to also maintain social distancing.
Normally commissioners introduce themselves, however since the meeting was online Chairman
Roth read the names as they appeared from a list of those present on the Cisco Webex monitor.
APPROVAL OF MINUTES
Minutes of the meetings of June 23, 2020.
Chairman Roth asked if there were any corrections to the minutes. No corrections offered, and
the minutes were approved as circulated.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
Chairman Roth asked if there were any Public Testimony to be presented and Rosalind Newlon
(Staff) answered none. No statements from the Public.
NEW BUSINESS
1. The applicant,William McCowatt LLC of Koa Architects LLC, is proposing design
review for the mural painted on an existing trash and propane enclosure that was
built and approved as part of the"The Brew Lot 12"industrial building site located
at TMK: 7-4-010:018. The applicant does not propose any variations to the
industrial buildings located on the site that received an amended Final Plan
Approval on May 18, 2020 and original Plan Approval on December 9, 2016.

Ms. Newlon (Staff) commenced her Power point presentation for a mural on an existing
trash and propane enclosure at the Brewery block, Lot 12 approved for two industrial
buildings and a restroom building that was approved with an amendment to Plan
Approval (PLA-16-001378) on March 7, 2019 with an update on May 18, 2020 to reflect
the new configuration of the trash/enclosure and a few other modifications to the site,
with a requirement to have the KVDC review the mural painted on the trash enclosure,
since it did not receive prior review at the December 9, 2019 KVDC meeting for the
previous amendments to this project. This was a request and we did do the Certificate of
Occupancy for this request. Slides were used to help orient commissioners as to where
the subject parcel painted mural would be.
Slide 2 —Ms. Newlon shows an application by Queen Liliuokalani Trust and mentions
that they own the whole subdivision in that area.
Slide 3 —Letter of applicant saying that the sole subject of the Design Review
Amendment request is approval of the as-built mural on the trash enclosure in the parking
lot of the "Brew buildings" of the Pawai Place. The existing buildings and related
improvements are approved and built. The landlord, Mattson Davis/Manini Holdings
LLC, wishes to avoid graffiti—which would inevitably would otherwise end up on
concrete block walls such as this, especially in the old industrial area. We respectfully
ask that you approve the design feature. William McCowatt at Koa Architects LLC.
Slide 4 —Ms. Newlon shows a Site Plan of the subject parcel. Shows the front building,
Building B and Building A. Umeke's Restaurant plans on relocating and several other
stores are waiting to reopen. Photos enlarged to display walls, shown on site plan.
Slide 5 —Ms. Newlon shows drawings of a wall between the two properties that also has
paintings on the wall. It shows dimensions of the wall, under six feet that did not require
a permit, but it was shown on the site plan with a different configuration, a rectangle
configuration.
Slide 6—Slide shows the front of the new buildings.
Ms. Newlon asks if there were any questions.
Chairman Roth asks if there were any questions for staff Roz. No questions.
Chairman Roth asked applicant if he had anything to present.
Applicant William McCowatt said that it would definitely get more graffiti painted on it
if it were just a plain cinder block wall. This artwork is a good thing in a lot of ways, it's
not my favorite kind of artwork, but it certainly will deter graffiti and that is the main
purpose for it being like that.
Chairman Roth asks if there were any questions for Mr. McCowatt. Yes, Michaela
Ikeuchi responded.
Commissioner Michaela Ikeuchi asks applicant if they knew what kind of mural they
had in mind.

Applicant William McCowatt says that the mural was done already, so what you see
there is what they have approved.
Commissioner Roth pointed out to Commissioner Ikeuchi, that what she sees there is the
final mural and Ikeuchi was satisfied with his answer.
Ms. Newlon pointed out that the parking lot is behind the front buildings and mentions
that the enclosure near the parking lot is not visible from the front of the building. The
store front windows face the street.
Chairman Roth thanks Roz staff and applicant Mr. McCowatt and proceeds to begin the
discussion. He likes the street art look and thinks that the whole brewery block being
redevelopment and cleaned up is really nice, but is sort of cool to have the some remnants
of the industrial area there and agrees that deterring the unwanted graffiti, was a pretty
good way to do it.
Chairman Roth asks if any other Commissioner had anything to add.
Commissioner Ikeuchi did not know that the painting on the wall was the final graffiti
artwork and appreciated the clarification. She likes the street art look.
Commissioner Sullenberger commended the applicant on the idea of the preemptive
graffiti artwork and successful strategy in preventing the false graffiti. Sullenberger
mentions that the lamp post in that area could be the next target for random graffiti and
wants to have some consideration about that.
Commissioner Ikeuchi agrees with Commissioner Sullenberger that this sort of street
style artwork is intentional and a cool angle in the industrial area being very well known
for graffiti and says that she agrees with Commissioner Sullenberger that the lamp post
could be added to their project.
Mr. McCowatt said he wished he had thought of that idea and if he can get an approval,
he will bring it up to Mr. Mattson Davis and recommend that the lamp post be painted as
well to match the street artwork on the wall.
Commissioner Werchick moves to approve the design in place and additionally approve
the option of supplementing the design by painting the adjacent lamp posts.
Commissioner Sullenberger seconds the motion.
Chairman Roth confirms the motion by Commissioner's Werchick and second by
Commissioner Sullenberger.
Commissioner Hetherington said that there may be more than one lamp post and should
put that in a plural.
Chairman Roth confirms to make it known that notes should say "lamp posts,"plural
and further opened the table for more discussion on the motion.
Commissioner Crusat she does like the look of the graffiti artwork, but questioned how
would, one touch something like that up if there was an instance that graffiti was painted
over the artwork.
Applicant McCowatt said that the best way is to invite the original artist back and the
second best way would be to invite a competent artist to match it. Mattison has pretty
good connections in that regard and it could be done fairly easily.
Chairman Roth asks Commissioner Crusat if that answered her question. Commissioner
Crusat said yes.

Commissioner Hetherington says that he has zero problems with it being behind the
building and that he may be behind the times, but if it were in front of the buildings I
would not be approving it, simply because of the idea that the commission is trying to
keep some sense of history, but totally agree of its concept and reason for it, and also
agrees with its location. But for future reference if this type of style were to come up
down town Kona somewhere, I would not be approving it.
Chairman Roth thinks that keeping some of that kind of artwork would help with the
history in that particular area of the village.
Commissioner Hetherington says he understands and have spent time doing workshops
at the sole center near the brewery and there is a beautiful more local enhancing mural of
fishes, octopuses and whales done by students of the High School and that for me is just a
style and as we move forward in the future that would be a question. Is it something for
the commission to approve? I'm approving this but thinking about the future.
Chairman Roth thanks Commissioner Hetherington for his comments. No further
discussion. The question was on the motion and Roth asked for the motion to be read.
Ms. Newlon reads the motion. Commissioner Werchick made the motion to approve the
design as existing with the option to paint the lamp posts with a similar design and it was
seconded by Commissioner Sullenberger.
Chairman Roth suggested to vote on the motion a roll call was taken by Rosalind
Newlon (Staff) and the motion was carried with 7 ayes, (Ching, Crusat, Hetherington,
Ikeuchi, Kern, Sullenberger & Werchick) and one absent(Smith).
5 Minute Break to prepare for next applicant.
Chairman Roth reads the information on applicant as Ms. Newlon works on
presentation. The applicant is Par Hawaii,proposing sign permit for a wall sign for an
existing convenient store located at the Kona Coast Shopping Center, located at TMK 7-
4-015:001. The sign would read "Nom Nom Express"with proposed maximum letter
height of 7 inches. The area of the sign is 4.97 square feet and would be located 88 inches
above grade, measured to the top of the sign. The colors selected for the lettering are a
combination of grey and maroon color.

Commissioner Bryant Ching asked applicant what is "Nom Nom Express?"
Representative of Par Hawaii, Bart Mansier explains that Nom Nom is a branded C
(convenient) store typically attached to a Hele or 76 gas station.
Commission Michaela Ikeuchi wanted clarification from staff that applicant will not
require a variance for signs.

Applicant replies that there was no need for a variance, sign is smaller than required.
Ms. Newlon clarifies that it is a wall sign and it meets the sign code. Letter height
doesn't exceed 9"and wall area that doesn't exceed 22 sq. ft. and Master plan for Kailua
Kona recommends the use of only three colors, applicant has two. Broad band just above
the store front and appears to be proportionate to the size of building.
No further questions for staff.
Commissioner Roth asks if there were any questions for applicant.
Commissioner Sullenberger wanted clarification about the submitted materials that
were presented. There is a rectangle that's given as the background to the sign, was that
to be a separate background or was it meant to be the actual wall of the building?
Applicant clarifies that it will be a separate back panel that would adhere to the wall and
will be similar in color.
Commissioner Ikeuchi made a motion to approve the application as submitted.
Commissioner Crusat seconded the motion of Ikeuchi.
There were no further discussion on the motion, a roll call vote was taken by Rosalind
Newlon (Staff) and the motion carried with 7 ayes, (Ching, Crusat, Hetherington,
Ikeuchi, Kern, Sullenberger, Werchick) and Commissioner (Smith) excused.
Chairman Roth confirms that the motion was adopted.
ADMINISTRATIVE MATTERS
Rosalind Newlon (Staff) answered that they were currently reviewing applications and
made the decision to have a meeting on July 21, 2020.

There were no further business, Chairman Roth adjourned the meeting at 5:59pm.
