POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance Report • Commendations of Sworn and Civilian Employees • Other Department Activities CHAIR'S REPORT ON MATTERS OF INTEREST TO THE COMMISSION Hawaii Police Commission Meeting Agenda September 18, 2020 Page 2 (CLOSED SESSION) EXECUTIVE SESSION The commission will meet in executive session to consider charges against officers or employees of the police department where matters affecting privacy will be involved, to work on the evaluation of the Police Chief, to consider sensitive matters relating to public safety, and may consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). CONSIDERATION AND INVESTIGATION OF COMPLAINTS (Briefly summarized.) • Complaint HPC 20-23: Complainant and her client were in court and during a recess, an officer arrested her client for another case. She alleged that the arrest should have been done after the trial had concluded. • Complaint HPC 20-24: Complainant was involved in a traffic stop. She alleged that the officer was discourteous and threatened her. Complaint HPC 20-26: Complainant was issued a no trespass notice by a hotel, and the police were called. He alleged that an officer immediately arrested him and mocked him during the arrest process.
