Members Present: Michelle Hiraishi (Chair), Pamela Punihaole (Vice Chair), Susan Shirachi (Secretary/Treasurer), Linda Gonzales, Byron Yogi Members Excused: Penny Alcoran County Staff: J. Yoshimoto (Deputy Corporation Counsel), William H. Farr (Executive on Aging), Christina Raine (Office of Aging Administrative Assistant), Charline Blanco (Committee Clerk) Members Absent: Penny Alcoran (Excused) Guests Present: None Topic/Agenda Item Discussion Action Chair Hiraishi welcomed 1. Welcome and members. Members self- Introductions introduced. Approval of the July 22, Correction to the name of Office of Aging staff and the 2. Approval of the 2020 Meeting Minutes reordering of County staff. Minutes approved with July 22, 2020 amendments (Member Punihaole made motion, Member Meeting Minutes (as amended). Yogi seconded). Motion passed: unanimous vote. For future meeting minutes, the Committee Clerk will be sending out the minutes prior to the meeting date. Mr. Yogi brought up a matter regarding quorum, which will be added to the next meeting’s agenda. Page 1 of 6 Hawai`i County is an equal opportunity provider and employer. An Area Agency on Aging Follow up from DCAB Chair Hiraishi contacted the Disability Communication 4. Old Business Regarding Parking Access Board regarding illegal parking, and DCAB staff Violation Notice said that it is preferred that uniformed enforcement officers take on that responsibility to cite the observed offenses. Member Punihaole contacted the COH Police Department and informed the committee there is a process that includes training on how to be an enforcement officer representing the County’s enforcement of parking violations. Member Punihaole will be contacting the Police Department to invite a representative at the next committee meeting. Member Yogi reminded the members to use caution when and if the ticketing process should be conducted by the committee members. DCAB mentioned that there were only 2 staff who are charged to do the ticketing. DCAB suggested that the members look for parking violation patterns and notify the police department so that they may handle the parking violation issue, rather than the MCPD members. For persons who are experiencing parking challenges at an apartment complex, then they should contact the facility’s apartment manager. A resident can then ask the matter to become an HPD investigation. A. Fiscal Year 2020 Treasurer/Secretary Shirachi provided a historical 5. New Business Review overview of the actions of the committee leadership up to Accomplishments present. The normal report by the treasurer would be a summary of fiscal information for committee distribution. The prior fiscal report was submitted by County Staff Raine as part of the Office of Aging report to the Mayor’s Office. Ms. Raine reported the COH process that she is held accountable for submitting on behalf of the committee. The MCPD will need to report what they have done in keeping on task of what they have done and are in alignment with the budget goals. The report that the committee should be in the form of a report that indicates what the committee has done July 2019-August 2020. The three budget objectives were/are (as provided the FY 2020 and FY 2021 to the committee members present): 1) continue to advise administration on issues facing people with disabilities; 2) work with disabilities community to help improve education and public awareness; 3) continue to improve accessibility of County facilities and programs for people with disabilities. An Area Agency on Aging Miscellaneous is being defined to be sign language services, or as what the committee has determined as critical or important to the goals of the committee. If there is an unusual circumstance, then an exception must be submitted for County approval. Chair Hiraishi asked that the members provide her with their comments and information for the committee efforts. The member feedback needs to be provided to her by September 15, 2020. Prior minutes are on the County website for the committee and public access. B. Chair Hiraishi will share at the October 28, 2020 C. New Mayor meeting. The intent is to introduce and share the Introduction Letter- importance of the existence of the committee. New Review Draft Mayor is to be placed on December 8, 2020. Final vote at that same time. This is in order to make the new Mayor’s start date. Members who wish to continue with the committee may choose to reapply at the end of the present Mayor Kim’s term due to the coterminous nature of the committee member’s appointment. However, the application process is up to the new Mayor - online, paper, etc. The office of the Mayor determines who will be appointed and the speed of appointment to the committee. Member Yogi will be discussing concerns of quorum for committee meetings to be held based on present bylaws. Pending Chair Hiraishi will be bringing the topic of by- laws revision for discussion. She also mentioned the annual report that needs to be created and submitted with the financial/budget report to the Mayor’s Office. Christina will send the last annual report to the members. The Executive Committee will need to defer to the Committee Meeting times as the highest priority.
