The video conference meeting was called to order by Chairperson Deanna Sako at 9:08 a.m.
ATTENDANCE
There was a quorum with the following committee members and staff in attendance:
Deanna Sako, Director of Finance
Joseph Kamelamela, Corporation Counsel
David Yamamoto, Director of Public Works
Kayla Ogawa, Accountant III of Office of the Prosecuting Attorney
Reid Sewake, Business Manager of Parks & Recreation
Also present: Steven Hunt, Deputy Director of Finance
Diane Nakagawa, Purchasing Agent of Finance
Sgt. Christopher Ragasa, Police Department
Crystallene Pacheco, Private Secretary of Finance
INTRODUCTION
Those present at the meeting were introduced by Ms. Sako.
MINUTES OF AUGUST 14, 2020 MEETING
Mr. Kamelamela moved to approve the minutes of the August 14, 2020 meeting. Mr. Sewake seconded.
Motion carried.

NEW BUSINESS
Agenda Item 1:
Standardize the purchase of Logitech Group Video Conference System for the Hawai'i Police Department.
Members of the committee reviewed the written request submitted from the Hawai'i Police Department.
Sgt. Ragasa We would like to standardize this video conferencing system so any personnel in the department
can log in and have just one system to train on. Having inter -operability throughout the entire island makes it
easier for everyone to learn and teach others on this one system.
Ms. Sako Will you be installing at smaller districts that don't have video conferencing right now?
Sgt. Ragasa Yes, every district will have a video conferencing system. Previously, if a Prosecutor wanted to
do in-service training or provide law updates, they would drive around the entire island, to each district and give
a presentation, which sometimes would take a few weeks to do. During patrol briefings, they can just conduct
the presentation once and everyone will get the same information.
Mr. Kamelamela .- Why was this system selected?
Sgt. Ragasa,,,, At the start of COVID the department tried a variety of systems. Though there are cheaper
systems, we found Logitech to be more general; you can remote, log -in, and anyone with Microsoft Teams
meeting can control the camera if they wanted to. In the past, we used a pole with the webcam, placed in a
bucket of sand to conduct trainings. If you watched the 92"d Recognition Ceremony livestream on Facebook,
the system worked really well. Also, the zooming capability works for big and small conference room meetings.
Mr. Hunt — Do you know if the system allows you to record when conferencing for posterity purposes?
Sgt. Ragasa Yes, it does record. We use the recording system for some of our training already.
Mr. Kamelamela -- What's the cost of this system?
Sgt. Ragasa _ This system is approx. $1,300 and it's pretty robust. Includes external microphones which can be
used to walk out to everyone, the cables are 25ft. long so you can give it to someone speaking out in the
meeting/class.
If you're familiar with our training room and you bring the microphone to the center, others can actually hear
you speaking as opposed to the older system used before that was located in the front of the room. This system
is pricier than some and comparable to Meeting Owl but Owl is set up more for small conference rooms.
For 8 systems, it's about $10,500 and it doesn't include laptops. There are existing laptops and an order for
more laptops were placed to upgrade our training.
Ms. Sako - The Police department does have money budgeted for computers and similar items.
Sgt. Ragasa We are trying to bring the training section to the 21" century, it will be great and we're headed
that way. Each recruit will be assigned a laptop with a web conferencing system as well as the big system.
Also, when there's a presentation, the Presenter can do their PowerPoint where it will be connected to each
recruit's laptop, visible on a big screen, and everyone can interact.
Ms. Sako — This is especially good during these days of dealing with COVID. Helpful for training and speakers
do not have to travel district to district.
Ms. Sako — Are there more questions? None.
The committee voted and motion was carried.

There was no further business. Mr. Kamelamela made a motion to adjourn the meeting and it was seconded by
Mr. Reid. The meeting adjourned at 9:16 a.m.
