Skills referenced in the following come from Noncommercial Skills Testing from Outside
the Vehicle developed by the American Association of Motor Vehicle Administrators
(AAMVA) Test Maintenance Subcommittee (TMS). It has been modified slightly to meet
the needs and conditions of the County of Hawaii. The following modified skills test
was developed to meet the need for continued road testing during the Nation's Public
Health Emergency and at the same time allow the examiner and applicant to maintain
the 6 -feet social distance at all times,
Safety Requirements
• Applicant must wear an appropriate face covering while interacting with the
examiner.
• Applicant and examiners are to maintain 6 -feet of distance at all times.
• Applicant must remain in vehicle unless directed to exit vehicle.

Vehicle Safety Check Test
For the vehicle safety check tested you are expected to describe to the examiner each item you
are inspecting and why. Your vehicle safety check test will be conducted off-street. It will
consist of the following components (in alphabetical order):
• Horn Checks that the horn works.
• Taillights & Brake Lights Checks that tail lights and brake lights are
operational. Checks that lenses are not cracked, broken or missing.
• Turn Signal Lights (front & back) Checks that all turn signal lights (front & back)
are operational. Checks that lenses are not cracked, broken or missing.
• Vehicle Walk -Around Walks around the vehicle indicating they are looking at
the general condition of the vehicle and looking for children, animals and other
objects before entering the vehicle.
• Windows & Windshields Checks windows to make sure they are clear and
have no obstructions or damage to the glass. Windows open and close properly.

the glass.
• Wipers/Washers Checks that wiper arms and blades are secure and not
damaged. Checks that windshield wipers operate correctly.
NOTE: If a condition has been identified during the vehicle safety check that makes the
vehicle unsafe to drive, we are unable to continue with the skills test. You will need to
re -schedule your test.
Applicant should speak loudly, projecting your voice as needed for the examiner to hear
each response or call out. Applicant should let the examiner know when they need help
in checking their brake lights and turn signals. Applicants are expected to tell the
examiner what they are doing while examiner is in the back or front (i.e., turning on left
turn signal, right turn signal, etc.).

Your basic control skills test will be performed off-street. It will consist of six exercises as shown
below:
1) Forward Drive
2) Reverse, Straight Line Backing
3) Three-point Turnabout
4) Complete Stop
5) Parallel Park (left / right)
6) Forward Two-point Turnabout or Reverse Two-point Turnabout
These exercises are shown on the following pages.
With a parent/guardian or friend, who is properly licensed and over the age of 21, practice these
exercises in a safe area, such as a parking lot or residential area until you can correctly
complete them. Try practicing the exercises in a variety of vehicles and locations.
Instructions
The examiner will give you detailed instruction for completing the test exercises and you will be
given the opportunity to ask questions.
Scoring
Reversal — A reversal is when you stop and change direction to get a better position. Each
exercise will require you to change your direction twice (2 times) to complete it correctly. You
will not receive points for the first two reversals. Each time you reverse direction it is counted as
an error. Stopping without changing direction does not count as a reversal.
Encroachments — Touching or crossing over an exercise boundary line or cone with any part of
your vehicle, other than the vehicle's mirrors is considered an encroachment. Each
encroachment will count as an error.
Turn Signals — When performing an exercise you must use the correct turn signal to indicate
the direction that you are turning. Each time you fail to use or improperly use your turn signal it
will count as an error. If your turn signal cancels automatically make sure to reactivate it when
necessary.

Traffic Check(s) — When performing an exercise it is important to check traffic prior to entering
or exiting a roadway. You must make sure that it is safe to perform the exercise and that the
roadway is clear in both directions before entering back into traffic or leaving the exercise area.
You should turn your head to check traffic to the sides and rear and to check side and rearview
mirrors. If you are testing in a car that has back-up or side -view cameras, you will have to
check those too. You will be scored if you do not use traffic checks during the exercises.
Inside 12" Curb Line — Your vehicle must be completely in the parking space and both of the
vehicle's tires have to be inside the 12" curb line. If your vehicle is not within the 12" curb line
when you have finished the exercise, it will be counted as an error.
Final Position/Completed Exercise — It is important that you finish each exercise exactly as
the examiner has instructed you. If you cannot complete an exercise; or do not maneuver the
vehicle into its final position as described by the examiner, points will be added to your score.
Applicant must maintain a 6` distance, speak loudly and project your voice as needed for the
examiner to hear them.

Exercises
Forward Driving — For this exercise you will be asked to drive down a straight path (such as a
lane. This exercise is done on an off street course marked off with boundaries and cones). You
are to drive forward without touching the boundaries or cones and stay within your lane of travel.
This exercise demonstrates your ability to safely operate a vehicle on a straight road in normal
traffic conditions, keeping the car in the correct position in relation to the road and other road
users, staying within the posted speed limit and maintaining your place in the traffic flow without
impeding progress.
Reverse Straight Line Backing — For this exercise you will be asked to reverse down a
straight path (such as a lane. This exercise is done on an off street course marked off with
boundaries and cones). You are to reverse within your lane of travel without touching the
boundaries or cones and stay within your lane of travel. You should periodically check your
mirrors and blind spots for potential hazards.
This exercise demonstrates your ability to safely reverse your vehicle in a straight line.
Three-point Turnabout — You will be asked to drive forward into a three-point turnabout area
(in an off-street area marked by traffic cones and/or lines) and execute a three-point turnabout.
This area represents a two lane road.
This exercise demonstrates your ability to execute a three-point turnabout and to utilize a street
to reverse the direction you are traveling on a two-lane road. Basic skills needed for this
exercise consist of backing skills, visual skills, judgment of space, use of mirrors and turn
signals, steering, braking and acceleration control, etc.

(Step 1) Turn on the right turn signal and pull forward to the right side of the three-point
turnabout area and come to a stop.
(Step 2) Turn on the left turn signal, check traffic and pull forward while turning hard left to the
other side of the area.
(Step 3) Place the vehicle in reverse, check traffic and back the vehicle while turning hard right
to the other side of the area.
(Step 4) Place the vehicle in drive and exit the three-point turnabout area.
Complete Stop — For this exercise you must demonstrate that you are able to completely stop
your vehicle on the stop line or if there is no stop line, you must stop before entering the
crosswalk on the near side of the intersection or if no stop line or crosswalk, you must stop near
the entrance to an intersection.
This exercise demonstrates your ability to bring your vehicle to a complete stop near the stop
line.

Left & Right -side Parallel Park — For this exercise you will be asked to park in a parallel
parking space that is on your right or left side. You are to drive past the parking space and back
into it. You must get the vehicle completely within the parking space. Try to bring the vehicle
within 12 inches of the curb side of the space without crossing side or rear boundaries marked
by lines or cones.
This exercise demonstrates your ability to Parallel Park a vehicle. This is an essential skill for
parking. A parallel park is one of the best indicators that you have the basic skills necessary to
safely operate a motor vehicle. Basic skills needed for this exercise consist of visual skills,
judgment of space, use of mirrors and turn signals, steering, braking and acceleration control,
etc.

(Step 1) Turn on the correct turn signal, drive past the parking space and back the vehicle until
it is completely within the parking space. You must get the vehicle with 12 inches of the curb.
(Step 2) Turn on the correct turn signal, check traffic and exit the parking space.

Forward Two-point Turnabout — For this exercise you will be asked to pull forward into a
driveway or alley (in an off-street area marked by traffic cones and/or lines).
This exercise demonstrates your ability to execute a two-point turnabout and to utilize a street,
alley or driveway to reverse the direction you are traveling on a two-lane road. Basic skills
needed for this exercise consist of visual skills, judgment of space, use of mirrors and turn
signals, steering, braking and acceleration control, etc.
(Step 1) Turn on the left turn signal and pull forward into the alley or driveway until the back end
of the vehicle passes the front set of cones and the vehicle is not out in the roadway.
(Step 2) Turn on the right turn signal, check traffic and back the vehicle to the right into the
street area.
(Step 3) Drive forward out of the exercise area (returning to the area where you started or as
directed by examiner).

Reverse Two-point Turnabout — You may be asked to drive past the entrance to a driveway or
alley (during the road test or in an off-street area marked by traffic cones and/or lines).
This exercise demonstrates your ability to execute a reverse two-point turnabout and to utilize a
street, alley or driveway to reverse the direction you are traveling on a two-lane road. Basic
skills needed for this exercise consist of backing skills, visual skills, judgment of space, use of
mirrors and turn signals, steering, braking and acceleration control, etc.

(Step 2) Check traffic and back right into the alley or driveway until the front end of the vehicle
passes the front set of cones and the vehicle is not out in the roadway.
