I.CALL TOORDER:
On August 31, 2020, the regular, afternoon session, virtual meeting of the
Public Access, Open Space, and Natural Recourses Preservation
Commission (PONC) was called to order at 12:37 p.m. by CHR.
WARSHAUER reads the opening statement concerning public testimonies
and reason for virtual meetings due to the Mayor’s Proclamation regarding
COVID-19 and to maintain social distancing.

II.PUBLIC TESTIMONIES FROM THE PUBLIC: (Comm. 20-081 to225):
Motion to accept and file (Accepted and Filed)
Motion:MS. WELLS FISCHER moved to accept and file Comm. 20-081 to
20-090, seconded by DR. FRANK, being no discussion, CHR. WARSHAUER
calls for averbal voteand/or show of hands, all members present votedaye,
motioncarried.
After the agenda was posted, the commission secretary received 132 emails, known
as Comm. 20-091 to Comm. 20-222 between August 24, 2020,toAugust28, 2020,

and Comm. 20-223, a petition consisting of 11 pages with 253 signatures, received
on August 27, 2020,all in support of Sugg. 20-001, Banyans, N.Kona; Sugg. 20-
002, Pahoehoe, N. Kona; and Sugg. 20-012, Magic Sands, N. Kona.
Comm. 20-224 and 20-225 both in support of Sugg. 20-005, Mahukona, N. Kohala
received August 26, 2020. The emails and petitions will be available for the
commission’s (and the public) for review upon request.
Motion:MS. NAUNGAYAN moved to accept and file these communications,
seconded by MS. PAIK -MANDER, being no discussion, CHR. WARSHAUER calls
for averbal vote and/or show of hands, all members present voted aye, motion
carried.
III.CHAIRPERSON’S REPORT:(none)
IV.UNFINISHEDBUSINESS:
Commission to review and discuss 2020Suggestions.
A.Sugg. 20-001, Keakealaniwaihine at Banyans, N. Kona; Sugg. 20-002,

Pahoehoe 1La’aloa, N. Kona;andSugg. 20-012, Magic Sands, N.
Kona; the discussion was led by CHR. WARSHAUER with maps to the
commission. MS. NAUNGAYAN discussed a Comm. 20-082 the
picturesof signs posted on all three properties and testifies of personal
experiences to the Banyans property. She discusses the meaning of
“La’aloa” to be very ‘sacred’. MR. LEE confirms there is no vehicular
access or parking at Banyans.
Discussions are held regarding development plans andhuge parking
issues. MR. VENTURA confirms that overnight camping and
construction of restrooms are still not allowed according to our present
charter.
There are no discussions on any other 2020 Suggestion Forms submissions, CHR.
WARSHAUER moved to the next item on the agenda, New Business.
V.NEW BUSINESS:
1.Commission to hear writtenAd Hoc Site Visits Reports(if any). There are no
written reportsto present, CHR. WARSAHUER moved to item 2.
2.Suggestion Form review anddiscussion.
The commission held a lengthy discussion,reviewing, and changes made to
the current Suggestion Form. Commission decided to defer amotion to accept
the revisions to the Suggestion Form for the next scheduled next meeting.
3.Commission to review and discuss the subject ofpetitions.
CHR. WARSHAUER recommends deferring this subject to the nextmeeting
due to the already lengthy meeting. The commissionagrees.
VI.ANNOUNCEMENTS
1.The next virtual meeting is scheduled for September 14, 2020, from 9:00 a.m. till
Hawai‘i County isan Equal Opportunity Provider and Employer.
