HomeMy WebLinkAbout2020-12-8 Kailua Village Design Commission Agenda-revised 11-24-2020 NOTICE OF PUBLIC MEETING KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI‘I NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design Commission of the County of Hawai‘i in accordance with the provision of Section 92-7, Hawai‘i Revised Statutes. Based on the Mayor' s Proclamation regarding COVID- 19, these meetings will be online until further notice. This is to prevent the spread of COVID- 19 and to maintain social distancing. DATE: December 8, 2020 TIME: 5:15 PM PLACE: Live Stream Meeting- The public will be able to view and listen to the meeting. Access to the online meeting will be provided at www.planning.hawaiicounty.gov at the time of the meeting. STATEMENTS FROM THE PUBLIC—Public participation will be limited to only written testimony via email at planning@hawaiicounty.gov or submitted at the Hilo or Kona Planning Departments no later than 4:30 p.m. on November 27, 2020 by mail or no later than 4:30 p.m. on December 3, 2020 by email (See Submitting Testimony below). AGENDA CALL TO ORDER APPROVAL OF MINUTES Minutes of the Meetings of September 15, 2020, October 27, 2020, and November 24, 2020 STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS OLD BUSINESS NEW BUSINESS 1. The applicant, Anna White, of Papa Kona Coffee and Events LLC, is proposing non- structural repairs and modifications to the interior and exterior of the Papa Kona restaurant located at Waterfront Row on Alii Drive. The exterior changes for design review include; 1) removing the existing wood casing (cladding) and exposing existing structure and glass, and replacing the bi-fold doors with double swing doors, that face the outside seating area on the main floor, and; 2) painting the gypsum Hawaii County is an Equal Opportunity Provider and Employer. board between the brace members on the counter portion of the wall of the facing bar seating area on the second floor. The applicants, Roger and Linda Clark, are proposing a sign permit/variance for a 2 square foot real estate sign with maximum 1.65-inch lettering, to be located on an entry wall consisting of a rock wall with chain link fence atop it, located at the front of their condominium complex, the Kona West. The applicants are requesting a sign/permit variance to extend the period of time permitted by the Sign Code, Chapter 3, Section 3-8 (a)(1)(B): “any small unlighted sign not exceeding two square feet in area, displayed once in a calendar year for a period of time not to exceed 30 consecutive days.” Landowner: Kalikookalini B Chun TR AOAO of Kona West TMK: (3) 7-5-006:031 Location: 75-5680 Kuakini Highway, Kailua-Kona, HI 3. The applicant, Raymond S. Pieri, Project Manager of the Kona Reef Condominium, is requesting design review of their proposed shoreline area erosion abatement and property protection project. The project consists of a proposed CRM wall that would be built entirely along Kona Reef’s property in a northwesterly direction for approximately 220-feet, to be located within 1-foot inland of the State Certified shoreline. The applicant has applied for a Shoreline Setback Variance and a Special Management Area Use Permit for this project. Landowner: AOAO Kona Reef, Inc. TMK: (3) 7-5-018:071 Location: 75-5888 Alii Drive, Kailua-Kona, HI ADMINISTRATIVE MATTERS 1. Election of Officers, Chair and Vice-Chair, for the year 2021. ANNOUNCEMENTS Next meeting tentatively scheduled for January 12, 2021. ADJOURNMENT Submitting Testimony: Due to the current requirement for online meetings for the Kailua Village Design Commission due to the COVID-19 Pandemic, the Planning Department is requesting the following: That a person desiring to submit written testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or as a representative of an organization or individual. If testimony is being submitted on behalf of an organization, documentation showing membership ratification should accompany the testimony. Public testimony can be submitted by mail or email. Those submitting written testimony by mail should provide eleven ( 11) copies for distribution. Public testimony submitted by mail, should be mailed to the Kailua Village Design Commission at the Planning Department office addresses in Hilo and Kona listed below. Mailed testimony should be received no later than November 27, 2020, to allow for mailing and 2 thorough Commission review. Public testimony that is submitted by email to planning@hawaiicounty.gov, should be submitted no later than 4: 30 p.m. on December 3, 2020. Notice: If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawai‘i County Code}. A lobbyist means “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3 (a) (6), Hawai‘i County Code.} Copies of the applications are on file and open to inspection during office hours at the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawai` i and at the Kona office of the Planning Department, West Hawai`i Civic Center, 74- 5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawai` i. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged.
