This application must be accompanied by one set of presentation size (recommended 24" x 36") and eleven sets
of reduced size (recommended either 11" x 17° or 8-1/2" x 11") of the site plan drawings (same information as
required for Plan Approval application; see attached). For presentation to the Kailua Village Design Commission,
the applicants should make certain that the following are also clearly depicted in the submitted drawings:
(1) Site plan showing TMK parcel boundaries, and showing existing and proposed building locations;
(2) Building elevations showing the architectural design of the building exteriors, depicting or describing
proposed exterior colors and materials. Notation of ground elevation with contour lines or selected spot
elevations is recommended. Earth tone colors are recommended. Color samples should be provided. If
reasonable and appropriate, samples of exterior building materials may be provided; and
(3) Location, design, and colors of proposed sign(s), if any.

Dear Design Committee Members,
AOAO Kona Reef, Inc. is requesting a design review of their proposed shoreline area erosion abatement
and property protection project. Shoreline Setback and Special Management Area Use Permit
Applications for the project have been filed with the County of Hawaii Planning Department in Hilo.
Project Site: The proposed project property is the 3.08 -acre Kona Reef Condominium Complex. It is
! a 40 -year-old 100% built out residential/resort complex on the ocean side of Ali'i Drive about 1 mile
south of the Kailua Pier. The project will be confined to the southern half, (see photos) of the roughly
430 -foot long strip of the property's oceanfront lawn.
A site visit by any or all of the Committee members is encouraged. You can view the site either escorted
or completely on your own. Please contact me at above to arrange my presence to answer any questions.
Proposed Proiect: AOAO Kona Reef, Inc. proposes to build a continuous 220 -foot -long concrete -
rubble masonry (CRM) wall within the 40 -foot shoreline setback area of their property. The proposed
project will not alter existing physical characteristics, views, or ambiance of the property or the
surrounding areas.
Construction Details: The proposed CRM wall would be built entirely on Kona Reef's private
property. It would start near the southwest corner of the property and continue in a northwesterly
direction for approximately 220 -feet. The wall would follow along a path roughly parallel to and about
1 -foot inland of the State Certified Shoreline. A large part of the wall will never be seen because it will
top out at a few inches lower than the lawn height and be backfilled over the top to cover it completely.
In some small areas toward the north end of the project site, site dictated conditions may cause minimum
exposure of the top and/or seaward face of the wall. At no point will the structure exceed the height of
the existing lawn.

seaward face of the proposed wall will be approximately 1 -foot inland from this line.

Dear Design Commission Members,
It appears that the passive aggressive attitude some of the Hilo Planners have toward me because I am not
a "Planning Consultant" has bled over to the Kona office. I have been mandated by Rosalind Newlon to
submit pictures of a rock wall. Weeks ago, when she called me, I clearly told her that I would not be
submitting any because the already submitted pictures of the project location showed the before and after
construction views. It now appears that she decided not to submit the application without the pictures for
review as I instructed thereby causing an unnecessary month-long delay of the project and her to eventually
get her way, (passive aggressive). She has also now mandated that I copy and submit the reply letter from
the State of Hawaii Office of Planning for the project because she saw some wall dimensions referenced in
it. In lieu of that letter I have copied excerpts from the SSV Application. Some you have already seen.
Proposed Project:
AOAO Kona Reef, Inc. proposes to build a continuous 220 -foot -long concrete -rubble masonry (CRM) wall
within the 40 -foot shoreline setback area of their property. The primary purposes of the wall are for erosion
abatement reasons and to protect the Kona Reef property from the damages that hurricane storm waves and
tsunami surges can wreak and to prevent the ensuing massive pollution of the ocean environment. All
construction would take place entirely on Kona Reef's private property above the State Certified Shoreline.
The structure is not meant to serve as a seawall to deflect wave energy or to hold soil in place against the
eroding action of waves. The proposed project will not alter existing physical characteristics, views, or
ambiance of the property or the surrounding areas. It also will not adversely impact shoreline processes
and has very little potential to cause long-term adverse impacts or to cause adverse cumulative or secondary
impacts to the immediate environment or surrounding areas.

Proiect Site: The proposed project site is the approximately 3.08 -acre Kona Reef Condominium Complex
property. It is a 40 -year-old 100% built out condominium complex. The project will he confined to the
southern half of the roughly 430 -foot long strip of the complex's oceanfront lawn. The adjoining offshore
area is an exposed shelf of overlapping pahoehoe flows strewn with rocks of all sizes, that extend randomly
into the ocean. To the north of the project area is a long-standing private residence, adjacent to the south
is Hawaii County's Wai'aha Beach Park, better known as Honl's Beach.
Construction Details: The time needed to build the proposed project will be between 1 and 2 months.
The duration of the project, the work hours and work days will depend entirely on up -to -the minute ocean
and other environmental conditions. All construction and supporting activities will be performed entirely
above the shoreline. The proposed CRM wall would be built on Kona Reef's private property
approximately 1 -foot inland of the Hawaii State Certified Shoreline. It would start near the southwest
corner of the property and continue in a northwesterly direction along a path roughly parallel to the certified
shoreline for approximately 220 -feet. A large part of the wall will top out at a few inches lower than the
lawn height and be backfilled from both sides over the top allowing grass to cover it completely. In the
remaining areas it will be built to site dictated conditions and backfilled accordingly. At no point will the
structure exceed the height of the existing lawn.
Structure Dimension Details: The project will be an engineered concrete -rubble masonry (CRM or rock)
wall. The proposed wall, when finished, will be between 12 to 36 inches wide at its base, vary in height
from approximately 12 to 60 inches, and be 12 to 18 inches wide across the top. The concrete foundation
of the wall will be 12 -inches inland of and run roughly parallel to the certified shoreline making the top of
the wall a little farther inland because the ocean face of the wall slopes inward.
Structural Caveat: As with all construction projects that include excavation, unseen onsite conditions can
require adjustments to the physical dimensions of the project. The above -stated dimensions are cited as
variables because they will vary at different points along the length of the project to maintain design
specifications. The structures final dimensions will depend entirely on the depth needed to achieve
solid foundation anchoring. If further explanation is needed please request it. Any adjustments to the
wall's size beyond the stated parameters will be submitted to and vetted by appropriate agencies and/or
individuals before being implemented.

Existing rock walls on the Kona Reef property look like this. There are multiple walls dispersed throughout
the property that serve structural, privacy, safety, landscaping, and elevation change purposes.
The next 5 pictures are of a section of wall that for over 30 years protected the Kona Reef property but no

The offshore area is strewn with rock of all sizes and shapes. The rocks used in the proposed wall will be
of similar shapes and sizes so as to not stand out from its surroundings if or when the wall face is ever
uncovered by hurricane storm waves or tsunami.
