HomeMy WebLinkAbout2020-09-15 Kailua Village Design Commission Minutes KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI'I (MINUTES) Meeting Date: September 15, 2020 Time: 5:15 pm Place: Live Stream Meeting (Online) CALL TO ORDER Commissioners Present: Shaun Roth, Arne Werchick, John Hetherington, Jasmine Crusat, Michaela Ikeuchi, Riley Smith, Zon Sullenberger, Ann Kern and Bryant Ching. Planning Department: Rosalind Newlon (Planner), Deanne Bugado (Planner), Terri Napeahi (Planner), Bennett Mark(Program Manager) Applicants/Representatives: Tante Urban, Kalawa 40 LLC and Lance Sundquist A quorum was present. Chairman Roth called the meeting to order. Chairman Roth stated that based on the Mayor's proclamation regarding COVID-19, these meetings will be on line until further notice. This is to prevent the spread of COVID-19 and to also maintain social distancing. Normally commissioners introduce themselves, however since the meeting was online Chairman Roth read the names as they appeared from a list of those present on the Cisco Webex monitor. APPROVAL OF MINUTES Minutes of the meetings July 21, 2020 & August 4, 2020 Chairman Roth—Minutes of July 21, 2020 were distributed and the Planning Department has requested that we defer and postpone the meeting minutes for August 4, 2020. Chairman Roth asked if there were any corrections to the minutes. Commissioner Werchick requested correction on page No.4 of July 21, 2020. Minutes were approved with corrections to be added. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Chairman Roth asked if there were any Public Testimony to be presented and Rosalind Newlon (Staff) answered none. No statements from the Public. NEW BUSINESS 1. The applicant, Tante Urban, Kalawa 40 LLC, is requesting design review for the extension the elevator shaft to the third floor of a proposed three-story 6- unit apartment building, with commercial space on the ground floor. The elevator shaft,with a pitched roof above it, would extend the roof height to 34'-511, or 4'-5" above the governing height of 30', to meet the height 1 exemption allowed per Zoning Code Section 25-4-22(a); not to exceed 10 feet above governing height for screening of elevator machinery. The color scheme will remain the same as previously approved by the KVDC on May 18, 2016. Landowner: Tante Urban, Kalawa 40 LLC TMK: (3) 7-5-022:040 Location: 75-5733 Kalawa Street, Kailua-Kona, HI 96740 Ms. Newlon (Staff) commenced her Power point presentation for applicant Tante Urban, Kalawa 40 LLC. Design review for the extension to elevator shaft to the third floor of a proposed three-story 6-unit apartment building, with commercial space on the ground floor. Ms. Newlon explained that the Plan Approval for the project was distributed on August 10, 2016, for the three-story building with 6 units. Also approved were 10 parking spaces, two bike racks and a commercial space area on the ground floor. Building, electrical and planning permits were issued in 2019 and 2020. The use of pitched roof was consistent with the Master Plan of the Kailua Village Design and the colors for the building were also previously approved. Newlon focused on the elevation sheets showing the three-story 6 unit apartment building, with side view of elevator shaft and the outside view with pitched roof partially enclosing the elevator shaft on the top. A few slides were presented to show a color chart that was previously approved, and the colors proposed included brown trim, beige siding and Tahitian bronze roof. Applicant wanted to ensure that Commissioners had an opportunity to view the elevator shaft that was presented on elevation plans, showing the back of the building and that it was not visible from the street. Chairman Roth began the discussion by saying that 30 feet is already too low for that area and given the extra option for more accessibility to the top floor is great for housing, even if it is not required for ADA. He also agreed with applicant that the elevator shaft is not visible from the street. Commissioner Hetherington commented and agreed that you won't be able to see the elevator shaft from the street, however, after doing some research on google, the view of the complex behind will be completely taken away. He also comments that everything presented is legal and the extra 4 feet in the center will probably be visible from their prospective, but won't take any less away from their view per say. Chairman Roth mentions that the proposed project is practical. It was moved by Commissioner Werchick and seconded by Commissioner Ching that the Commission forward to the Planning Director a recommendation for approval of the proposed project as presented. 2 Ms. Newlon—Call to vote. Commissioner's, Ching (aye), Crusat(aye), Hetherington (aye), Ikeuchi (aye), Kern (aye), Smith(aye), Sullenberger (aye), Werchick(aye). (Eight ayes, unanimous vote). Ms. Newlon—Reiterates the motion offered and seconded. Commissioner Werchick made a motion to accept the project as presented and Commissioner Ching seconded the motion. Chairman Roth—"Motion was adopted". ADMINISTRATIVE MATTERS Ms. Newlon (Staff) —"No Administrative matters." ANNOUNCEMENTS Ms. Newlon (Staff) —announced that the next meeting is tentatively scheduled for September 29, 2020, but was still working on the application, if not on the 29h, next meeting will be on October 13, 2020.
