NOTICE IS HEREBY GIVEN of the following matters to be considered by the Game
Management Advisory Commission of the County of Hawaii in accordance with the
provisions of Chapters 91 and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the
Charter of the County of Hawaii, and the Commission's Rules of Practice and
Procedure.
Pursuant to Governor Ige's most recent proclamation, in order to minimize
physical contact and maximize social distancing, this meeting will not be open to
the public.
DATE: Tuesday, December 15, 2020
TIME: 630 - 830 PM
PLACE: This meeting will be held by interactive video conference through
WebEx. The public may provide oral testimony at the meeting by joining
online or calling into the WebEx meeting. To register for access to the
WebEx meeting please provide your email to
Barbara.Kossow@hawaiicounty.gov, no later than 4:00 p.m. on Monday,
December 14, 2020.

2. APPROVAL OF MINUTES: September 22, 2020 meeting
FINANCIAL REPORT:
4. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
- Statements from the public will be taken throughout the meeting.
5. PRESENTATION:
a. Jackson Bauer, Na Ala Hele Trails and Access specialist will share on the Palila
Forest Discovery Trail in the Kaohe Game Management Area, and safety
concerns.
b. Troy Sakihara, Aquatic Biologist Division of Aquatic Resources, DLNR, and
Edwin Shishido, Conservation and Resources Enforcement Officer, will provide
an update on the prawn, stream poisoning investigation report.
c. Ian Cole, East Hawaii Wildlife Biologist for DOFAW will discuss and take
questions for potential proposed rule changes, and remind hunters to check in
and fill out forms at check in stations for DOFAW data.
d. Godfrey Akaka, President of The Native Hawaiian Gathering Rights Association,
hunter, fisherman, gatherer from Molokai will speak on the importance of the
cultural gathering way of life, from the Hawaiian point of view.
e. Nicolai Barca, the new State GMAC representative for Kauai, hunter, fisherman,
and conservationist, will speak on the environmental benefits of scientific game
management
6. OLD BUSINESS:
a. Report on the response of Chair Suzanne Case, DLNR to our advisory letters.
7. NEW BUSINESS:
a. Discuss legislative strategy for the 2021 legislative session.
b. Debate the GMAC position on the closer of Waipio to pedestrians.

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the

agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board's attorney on questions and issues pertaining to the Commission's powers,
duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92-4 is
necessary to hold an executive session.
Anyone wishing to discuss an item that does not appear on the agenda should call the
commission secretary at 323-4444 or email Barbara.Kossow@hawaiicounty.gov to have
the subject placed on the next available agenda.
Game Management Advisory Commission members will also be present at the Hawaii
County Aupuni Center Conference Room, 101 Pauahi Street, Hilo, HI, and the West
Hawaii Civic Center, Mayor's Conference Room, 74-5044 Ane Keohokalole Hwy., Bldg.

date, to arrange for accommodations. If you are a lobbyist, you must register with the
Hawaii County Clerk within five days of becoming a lobbyist {Article15, Section 2-
91.3(b), Hawail County Code. "A lobbyist is any individual who is engaged for pay or
other consideration who spends more than five hours in any month or $275 in any six-
month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials.
