(Chairperson Boswell called the Public Hearing to order at 9:30 a.m.)
Chairperson Boswell: Good morning. Would the Public Hearing on proposed changes to the Rules and
Regulations of the Department of Water Supply please come to order. I am
William Boswell, Jr., Chairperson of the Water Board, and I will have the
Secretary do a roll call of the Board Members present.
Secretary: Secretary took a roll call. In attendance were eight Board Members:
Mr. De Luz, Jr., Mr. Domingo, Ms. Howard, Ms. Hugo, Mr. Kern, Mr. Ney,
Mr. Scicchitano, and Chairperson Boswell.

Chairperson Boswell: We are here to accept testimony on the proposed changes to the Rules and
Regulations. The proposed changes include Rule 1, Section 1-1 Definitions;
Rule 2, Section 2-5 Rules of Practice; Rule 3, Section 3-11 Discontinuation of
Water Service, and 3-12 Restoration of Water Service. Pursuant to Chapter 91-3,
Hawaii Revised Statutes, we are here to receive comments or testimony on the
proposed changes. As stated in the hearing notice published in the Hawaii
Tribune -Herald and the West Hawaii Today on October 25, 2020, all comments
or testimony were to be filed in writing before the time of the hearing or anyone
wishing to provide oral testimony during the meeting were required to contact the
Department to register to take part in this Web Conferencing.
Doreen, do we have anyone registered to take part in this Web Conferencing?
Secretary: No, Mr. Chair.
Chairperson Boswell: At this time, I would like to entertain a Motion that this Public Hearing be closed.
Mr. Ney: Motion to close.
Mr. Scicchitano: Second.
Chairperson Boswell: Doreen, can we have a roll call vote please?
Secretary: Roll call was taken. Motion was carried by Ayes: 8 — Mr. De Luz,
Mr. Domingo, Ms. Howard, Ms. Hugo, Mr. Kern, Mr. Ney, Mr. Scicchitano,
and Chairperson Boswell; Absent: 1 — Mr. Sugai.
Chairperson Boswell: The public hearing is closed. Thank you.
