Based on the Mayor's Proclamation regarding COVID_ 19, these meetings will be online until further notice. This is to prevent the spread of COVID- 19 and to maintain social distancing. DATE: January 26, 2021 TIME: 5:15 PM PLACE: Live Stream Meeting- The public will be able to view and listen to the meeting. Access to the online meeting will be provided at www.planning.hawaiicounty.gov at the time of the meeting. AGENDA CALL TO ORDER APPROVAL OF MINUTE Minutes of the Meeting of December 8, 2020. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS OLD BUSINESS NEW BUSINESS The applicant, Steven S. C. Lim of Carlsmith Ball LLP, is requesting design review of perimeter security fencing for the Niumalu Marketplace. The proposed security fencing consists of; 1) 48 -inch -tall chain link fencing with black vinyl coating in areas atop the CRM wall facing Queen Kaahumanu Highway and; 2) 48 -inch -tall aluminum picket fencing with black powder coating atop an adjoining section of CRM wall facing Queen Kaahumanu Highway and 3) a third section) 48 -inch -tall aluminum picket fencing with black powder coating atop a CRM wall facing Henty Street. The client is proposing to install security fencing to minimize fall risks due to the severe grade changes in the mauka area of the development. ADJOURNMENT Submitting Testimony Due to the current requirement for online meetings for the Kailua Village Design Commission due to the COVID-19 Pandemic, the Planning Department is requesting the following: That a person desiring to submit written testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or as a representative of an organization or individual. If testimony is being submitted on behalf of an organization, documentation showing membership ratification should accompany the testimony. Public testimony can be submitted by mail or email. Those submitting written testimony by mail should provide eleven ( 11) copies for distribution. Public testimony submitted by mail, should be mailed to the Kailua Village Design Commission at the Planning Department office addresses in Hilo and Kona listed below. Mailed testimony should be received no later than January 19, 2021, to allow for mailing and thorough Commission review. Public testimony that is submitted by email to planning(ahawaiicounty.gov, should be submitted no later than 4: 30 p.m. on January 21, 2021. Notice. if you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or 5275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3 (a) (6), Hawaii County Code.) Copies of the applications are on file and open to inspection during office hours at the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawai' i and at the Kona office of the Planning Department, West Hawai'i Civic Center, 74- 5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawai' i. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 2 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged.
