Island -wide Community Development Plan Action Committee Convening COMMENTS: Urgent Call for the Establishment of a Hilo Community Development Plan Action Committee Aloha, We, Kupuna for the Mo'opuna, submit the following testimony regarding the Island -wide Community Development Plan Action Committee Convening. Our testimony is an urgent call for the establishment of a Hilo Community Development Plan Action Committee. The convening of the "Island -wide" CDP Action Committee is premature until an overdue Hilo CDP Action Committee is established. With the daunting outlook of Hawai'i County's economic recovery, resources for responsible planning must be prioritized and used in efforts to establish a critical Hilo CDP Action Committee. A critical Hilo CDP Action Committee must be the priority of the Planning Department so that the grossly outdated Hilo CDP of 1975 will receive required action in order to bring it current. Without a current Hilo CDP, the voices of Hilo's CDP residents are being left out of the "Island -wide" CDP Action Committee and the Hawai'i County General Plan 2040. (See attached testimony to County Council committee, Comm. 659.13 on 11.17.2020.) We will continue to seek every opportunity to shed light on this urgent matter. We, too, request an update on the following plan/project: Where is Hilo`s Community Development Plan (CDP) in the Hawaii County General Plan (GP) 2040? It has been over a year since the draft GP 2040 was made available in August 2019 for public comment. We engaged and had meetings with the planning department and with this administration regarding our concerns pertaining to Hilo`s CDP. We were told that "Hilo does not have a CDP" and in order to develop a current Hilo CDP to replace the grossly outdated Hilo CDP of 1975, funding would need to be in the budget. We want to ensure the transition includes the funding necessary to develop a current Hilo CDP to be included in the GP 2040. We were also assured repeatedly that an appendix of policies from the GP 2005 affecting Hilo would be included in the GP 2040 as a placeholder until a current Hilo CDP is developed and included in the GP 2040. We want to ensure the transition includes such an appendix as a placeholder until a current Hilo CDP is developed and included in the GP 2040. For the record, attached is the planning department's Ebulletin "Six CDPs, One Island."But there are 7 Community Development Plan boundaries (see attached Overview). Why is Hilo`s CDP being left out of the GP 2040? We urge this committee, and the full council, to ensure an update on the progress/status of the Hawaii County General Plan 2040, and in particular Hilo`s CDP, is part of these transition plans and pending projects update. The Planning Department welcomed a new Planning Director, Michael Yee, in January 2017; the Long Range Planning Division initiated a Team approach to provide more staff support for the CDPs; the Action Committees were actively engaged in providing input into the General Plan Comprehensive Update process; and the CDP Teams focused on developing a consistent framework to increase efficiencies and facilitate CDP implementation. Here are some highlights from the year: Ka'u CDP We are pleased to announce that the Ka'u CDP was adopted by ordinance on October 17th 2017! Page 2 4 4-.Hawai"I County CommIa i 4 Development Pl. gTF�a� wa.N CDP 2017 Highlights, continued North Kohala ■ The North Kohala Community Access Group helped shepherd two Grants of Public Access Easements through County Council and worked with Kohala Lihikai on erosion control and a native planting project at'Upolu Airport; ■ The Action Committee hosted a series of public meetings on Agricultural Water; Senator Inouye set aside $1.5 million for a feasibility study. Puna CDP ■ The Action Committee successfully advocated to develop the Pahoa Regional Town Center Master Plan and Sewer Feasibility Study. ■ The Puna Connectivity and Emergency Response subcommittee continues to move forward on connectivity issues in partnership with the Mayor's Puna Roads Committee. Hamakua ■ The Recommended CDP was reviewed by various County and State Agencies and edits were made based on this feedback. ■ The Steering Committee will review the revised Recommended CDP in February; ■ The CDP will be prepped for Planning Commission Hearings slated for Spring 2018. Kona ■ The Action Committee established the Vision, Goals, and Recommended Actions for an Open Space Network in North Kona; ■ The Action Committee designated a subcommittee to participate in the Kona CDP Policy Amendment process initiated by the Mayor's Office in 2017. South Kohala ■ The South Kohala Action Committee continues to advocate for: ■ Secondary access for Waikoloa Village; ■ Coastal evacuation/emergency shelter for Kawaihae residents; ■ Wastewater treatment system in Puako. ■ The South Kohala AC meets the 4th Monday at 5pm every other month starting January 2018. April is the Division Manager. She enjoys grassroots planning with a particular interest in mixed-use walkable communities. His focus is natural systems, watershed planning and growth management. His passion for sustainable food system planning stems from his large appetite. The General Plan outlines the process for adopting Community Development Plans (CDPs) outlined in Chapter 15.1: Community Development Plans. CDPs are enabled by Hawai'i County Code Section 16-2 and administered by the Planning Department. They serve as the forum for community input into establishing County policy at the regional level and coordinating the delivery of County services to the community. They translate the broad General Plan statements into actions as they apply to specific geographical areas. The CDPs direct physical development and public improvements and may contain detailed land use and zoning guide maps, plans for roadways, parks, other infrastructure and public facilities, planning for watersheds and natural resources, and any other land use matters relating to the planning area.
