I. Call To Order
The meeting was called to order by Chair Hughes at 10:00 A.M., via WebEx
(tele/video conferencing).
The following were present and constituted a quorum:

Hughes: Due to the COVID-19 pandemic, and the Governor orders to stay at home and
practice social distancing, the public was informed that public testimony may be submitted
in writing by email or fax by noon, Wednesday, February 3, 2021. All written testimony,
regardless of time of receipt, will be made a part of the permanent record for each

Kailua-Kona, Hawaii, approved by Director Gerald Takase on January 4, 2021, to its
Wholesale General liquor license, located at 45 Holomua Street, Hilo, Hawaii.

Hughes: 2. Chie Mizukami, dba Seiji's Sushi, approval to extend the time issuance,
for good cause shown, of its approved Restaurant General liquor license, Category A,
located at the Kona Square Shopping Center, 75-5669 Alii Drive, #1106, Kailua-Kona,
Hawaii, for an additional six months, from March 6, 2021, to and including
September 6, 20217 by letter dated January 6, 2021 .
Passage requires finding of good cause pursuant to Rule 4-2-M, of the Hawaii County
Liquor Commission Rules and Regulations. If the Commission finds good cause, please
state what that good cause reason is when making the motion.
Hughes: Is there a motion for approval?
Takase: Mr. Chairman, let me explain a little bit of where we're at with this application.
They couldn't decide whether they were going to stay open or not, but they have
decided to move forward. So, they are waiting on plumbing and electrical inspections,
so we hope that they will be back in line soon, and they'll complete their final inspection
process. So we're asking for the extension on that basis.
Ibarra: Gerald, I have a question. The letter says here, "We are still on the way to get
the final inspection, we already get several signs but plumbing and the electrical
inspection is ongoing, and it seems at 30 — 45 days." So what's ongoing specifically?
Takase: They have outstanding plumbing and electrical permits, so my understanding
is they have completed their improvements and they're just waiting for those inspections
to be done by Department of Public Works.
Ibarra: So the County is basically the one? That they already requested final
inspection from the County on plumbing and electrical? But they are waiting for the
County to conduct the inspection?
Takase: Yes. They had some delays because they were unsure whether they were
going to stay open or not. Once they've committed to staying open, they completed all
their improvements, and now they're just awaiting inspection by plumbing and electrical.
Ibarra: Okay, thank you.
Hughes: Do I have a motion to approve?
Ibarra: This is Ron, I'll make a motion to approve, in finding good cause. The good
cause being that they're awaiting Public Works to complete the final inspections for the
plumbing and electrical.

Mr. Ibarra moved to approve to extend the time issuance, for
good cause shown, of its approved Restaurant General liquor
license, Category A, located at the Kona Square Shopping Center,
75-5669 AIN Drive, #1106, Kailua-Kona, Hawaii, for an additional six
months, from March 6, 2021, to and including September 6, 2021, by
letter dated January 6, 2021; seconded by Ms. Raymond.

Takase: Yes. Mr. Chairman, this is a similar case to the Seiji's Sushi. They have been
working on their improvements. In fact, Stacie and I had been out there to look at it a
while ago, but like everything else, they were not sure if they were going to go forward
or not. I guess they were unsure about the stay-at-home orders and what they were
going to do, but they have made a commitment to move forward. They are actually
hoping they're going to get it done in the short future, but they're asking for this
extension since they're period is going to run out, I think March 5t". So we would ask for
the approval of their request because they have now committed to moving forward and
completing their improvements.

Ibarra: This is Commissioner Ibarra, I so move, finding good cause, as stated in the
letter dated January 22, 2021. They have requested the County for final approval.

Takase: Mr. Chairman, like the other two, they are going to go ahead and move
forward at this point in time. They were kind of held up trying to decide what they were
going to do, but this is a current licensee of ours at the Kings' Shops in Waikoloa, and
this is an additional location on Alii Drive. I have not visited recently, but they assured
us that they are going through with the process, and they will hopefully complete their
improvements soon.
Hughes: Okay. Is there a motion to approve?
Ibarra: This is Commissioner Ibarra. Again, on the letter that's dated January 6, 20213
it states, "We are working with Public Works, and expect to wrap up all building,
electrical, and plumbing permits this week." They cite again, the COVI D as one of the
reasons for them determining whether to go forward. It's been given, the reasons
stated in the letter, I find good cause and move to approve.
