Just a little background, my parents, Cecelia/Louis Carvalho, purchased this property approximately 90 years ago when it was one house,on one acre of property,at 2334 Kilauea Ave, called the Homesteads. Weeks after the 1946 BIG tidal wave dad passed away at young age of 36 from a massive heart attack. Thus, Mom had to raise 3 older sisters and myself on her own.Time went on, Mom gave'A acre to my oldest sister Betty and husband Micheal Souza and they built a home at residence 2340 Kilauea Ave. Mom also gave my Sister Agnes/ Husband James Aguiar 1/4 acre and they built a residence 2334A Kilauea. The remaining% acre is directly adjacent to and makai(rear)of the questioned property.This vacant lot is majority owned by myself, and multiple family members.The plan,at a later date is for another single family residence and this is one of the reasons opposed to encroachment by Commercial Zoning against Residential Zoning. At this time, I would like to address this street-fronting portion of this property that was established in 1967.The reason for this Zoning on Kinoole only is because there was a Liquor store, named SHIGI'S, that is no longer there with a small home adjacent to it, also no longer there.Thus the rear of this property was adjacent to Residential. Which is our Property. We know that as rain falls,it should soaks into the ground, but if it is covered with Blacktop, concrete, buildings, with roofing,even in parking lots parked with automobiles,the water cannot soak into the ground.And run offs from the rain,will occur. With the eye Glass facility on Kawailani rain run off has increased whereas at times, under my sister's home 2340 Kilauea Ave is flooded with 2 to 3 feet of water. Heavy rains are part of the winter wet season in the Hawaiian Islands. But the down pours that occurred, and flooding has everyone talking about climate change.This March was an example as claimed by the Meteorologist of Hawaii, this really an example of climate change in the present day. We're seeing these more and more across the island chain, more frequent and more extreme events. Pao-Shin Chu University of Hawaii professor, and the state's Climatologist,said studies suggest that for every 1-degree Celsius increase in sea surface temperatures, there is likely to be a 7 percent increase in atmospheric moisture. 140692 Hawaii is experiencing some of this increased moisture already. In 2018, Kauai set a national record for the amount of rain recorded in a 24-hour period when 49.69 inches of rain fell from April 14 to April 15. Water always flows from a higher potential to a lower potential and when this occur,all the run off from the buildings, the roofs, black top, concrete, parking from this property,etc.,etc., owned by Mrs. Kagimoto will flood our family owned property. Noise from traffic, early morning till late evenings will enter the otherwise quiet Residential neighborhood I'm sure she was aware of this before purchasing of this and the other properties.The front 10,000 sq. ft.is free to her liking as it is Zoned as she wishes located along the Makai side of Kinoole Street..
