HomeMy WebLinkAbout2021-03-04 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES MARCH 4, 2021 The Windward Planning Commission met in regular session at 9:05 a.m., with Chairman John Replogle presiding. Based on the Governor's Seventeenth Proclamation Related to the COVID- 19 Emergency dated December 16, 2020, this meeting was held online, with live-streaming for the public to observe the meeting. VIRTUAL ATTENDANCE(COMMISSIONERS): Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Thomas Raffipiy, Dennis Lin, John Replogle. ABSENT AND EXCUSED: Michelle Galimba. VIRTUAL ATTENDANCE(STAFF): Zendo Kern (Planning Director), Jeff Darrow (Deputy Planning Director), Malia Hall (Deputy Corporation Counsel for the Windward Planning Commission), John Mukai (Deputy Corporation Counsel for the Planning Department), Christian Kay (Planner), Jessica Andrews (Planner), Rachelle Ley (Department Secretary), and Melissa Dacayanan-Salvador (Windward Planning Commission Secretary). Secretary's Notes: Throughout the meeting, there were some technical and/or internet difficulties which made the speaker inaudible. Please note that the notation "—"in these Minutes and the Exhibit Transcripts means that there were technical and/or internet difficulties which made the conversation inaudible. A quorum was present. Chairman Replogle called the meeting to order. He explained the procedure and protocol for this online meeting and live public testimony. He introduced the Commissioners and staff who were in virtual attendance. STATEMENTS FROM THE PUBLIC At 9:11 a.m. the Commission took up statements from the public. There was one (1) testifier in support of Agenda Item 1, DEPARTMENT OF PUBLIC WORKS –BUILDING DIVISION (formerly Fire Department) (AMEND SPP 09-000084) and testimony ended at 9:18 a.m. [SEE HEARING TRANSCRIPT EXHIBIT AJ It was moved by Commissioner Au and seconded by Commissioner Raffipiy that public testimony be closed. A voice vote was taken, and the motion carried with all in favor. NEW BUSINESS 1. APPLICANT: DEPARTMENT OF PUBLIC WORKS -BUILDING DIVISION (formerly Fire Department) (AMEND SPP 09-000084) Page 1 of 3 Windward Planning Commission March 4,2021 Minutes Application for an amendment to Condition No. 5 (time to complete construction) and reduction/modification of project scope of Special Permit No. 09-000084, which was issued in 2009 to allow the construction and operation of a Fire Administration Support Complex, Fire and Police Dispatch Center and Related Uses on 5.35 acres of land situated within the State Land Use Agricultural District. The property is located at 540 Kupuna Place, fronting Mohouli Street between Komohana Street and Kukuau Street, directly west of the Mohouli Senior Housing Project, Waiakea, South Hilo, Hawaii, TMK: (3) 2-4-001:176 & 178. The Commission took this item up at 9:18 a.m. Action: It was moved by Commissioner Au and seconded by Commissioner Aguinaldo to approve the application to amend Special Permit 09-000084 based on the Planning Director's recommendation with an amendment to Condition Number 6. A roll call vote was taken, and the motion carried with six ayes (Au, Aguinaldo, Clarkson, Lin, Raffipiy, Replogle), no noes and 1 absent(Galimba). This hearing item ended at 10:04 a.m. [SEE HEARING TRANSCRIPT EXHIBIT BJ MINUTES Approval of Minutes of the February 4, 2021 Windward Planning Commission meeting At 10:05 a.m. it was moved by Commissioner Raffipiy and seconded by Commissioner Clarkson that the Minutes of February 4, 2021, be approved as distributed. A voice vote was taken, and the motion carried with all in favor. ADMINISTRATIVE MATTERS 1. Discussion of recent Special Management Area(SMA) determinations, minor permits and enforcement action issued by the Planning Director. The Commission took this item up at 10:06 a.m. Mr. Kay said there is no new administrative matters at this time. He informed the Commission that next month's agenda has three (3) items and is happy to address any questions regarding the Special Management Area(SMA) Assessment and Short-Form logs which was provided a few days ago. There were no discussion or questions on the recent SMA logs. This hearing item ended at 10:07 a.m. ANNOUNCEMENTS Chair Replogle stated he heard the Commission will be changing to Zoom to conduct these meetings and before our next meeting we will get an email or something telling us what we need to do. Mr. Kay stated we are in the process in making the switchover and the next Leeward Page 2 of 3 Windward Planning Commission March 4,2021 Minutes Planning Commission meeting in 2 weeks will be starting with Zoom. Hopefully, by the next Windward meeting any issues will be worked out and staff will communicate with the Commission the new platform. Mr. Au stated he understands once a year a joint meeting with both Leeward and Windward Commissions is held and last year none was held. He requested for an update if one will be held this year and if so, when. Mr. Kay stated he is unaware of any plans in place right now but will check with Ms. Jackson and get back to him if not before the next meeting. Mr. Au said the reason he asked is because there are things that needs to be discussed with both Commissions such as the adding of new rules and procedures for the Commission. Mr. Kay stated in the situations like rulemaking procedures and the like doing it virtually maybe easier to meet with everybody. He reiterated at this point he is unaware of dates that are set and will meet with Ms. Jackson tomorrow and get something to him in the interim. Mr. Au welcomed new Commissioner Dennis Lin to the Commission and stated it's nice to see a new fresh young face and all of them are not getting any younger and nice to see young people. He also looks forward to meeting Commissioner Galimba and hopefully she will be at the next meeting. He said it is always easier when they have a full Commission to vote on things and good to see different perspectives and views of things. He thanked Mr. Lin for volunteering. Mr. Lin acknowledged and said nice to meet you all. ADJOURNMENT There being no further business, it was moved by Commissioner Au and seconded by Commissioner Lin that the meeting be adjourned. The motion was unanimously carried by a voice vote and raise of hands of all Commissioners in attendance.
