HomeMy WebLinkAbout2021-04-27 Kailua Village Design Commission Agenda NOTICE OF PUBLIC MEETING KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAII NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design Commission of the County of Hawaii in accordance with the provision of Section 92-7, Hawaii Revised Statutes. Based on the Mayor' s Proclamation regarding COVID- 19, these meetings will be online until further notice. This is to prevent the spread of COVID- 19 and to maintain social distancing. DATE: April 27, 2021 TIME: 5:15 PM PLACE: Live Stream Meeting- The public will be able to view and listen to the meeting. Access to the online meeting will be provided at www.planning.hawaiicounty.gov at the time of the meeting. STATEMENTS FROM THE PUBLIC—Public participation will be limited to only written testimony via email at planning@hawaiicounty.gov or submitted at the Hilo or Kona Planning Departments no later than 4:30 p.m. on April 22, 2021 by mail or no later than 4:30 p.m. on April 22, 2021 by email (See Submitting Testimony below). AGENDA CALL TO ORDER APPROVAL OF MINUTES Minutes of the Meetings of December 8, 2020 and January 26. 2021. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS OLD BUSINESS NEW BUSINESS 1. The applicant, Pieter Heres, President of Kama'aina Hale Apartments, is requesting design review of a new gazebo planned for the playground area of a 128-unit apartment complex. The new gazebo is approximately l0-feet tall, and 11'-1/2" maximum height measured to the ridgeline of the roof, meeting the height limit of no more than twenty feet for an "accessory building",per the Zoning Code, Section 25- 1-5 (b). The exterior colors selected for the new gazebo are shown on an exhibit with the KVDC application. The Kama'aina Hale Apartments was issued a Final Plan Approval for 128 units on July 8, 1974, with building permits on file from 1974. The Kama'aina Hale was last reviewed before the KVDC on October 25, 1994 for a Hawaii County is an Equal Opportunity Provider and Employer. renovation project that included the addition of a new storage/maintenance/office building, new landscaping, and a bus stop. At that time, those projects were prioritized based on funding. ADJOURNMENT Submitting Testimony Due to the current requirement for online meetings for the Kailua Village Design Commission due to the COVID-19 Pandemic, the Planning Department is requesting the following: That a person desiring to submit written testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or as a representative of an organization or individual. If testimony is being submitted on behalf of an organization, documentation showing membership ratification should accompany the testimony. Public testimony can be submitted by mail or email. Those submitting written testimony by mail should provide eleven ( 11) copies for distribution. Public testimony submitted by mail, should be mailed to the Kailua Village Design Commission at the Planning Department office addresses in Hilo and Kona listed below. Mailed testimony should be received no later than April 22, 2021, to allow for mailing and thorough Commission review. Public testimony that is submitted by email to planning@hawaiicounty.gov, should be submitted no later than 4: 30 p.m. on April 22, 2021. Notice: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3 (a) (6), Hawaii County Code.} Copies of the applications are on file and open to inspection during office hours at the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawai' i and at the Kona office of the Planning Department, West Hawai'i Civic Center, 74- 5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawai' i. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification"refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged.
