See Figure 1 for a Target Property Map. Target Property Address: The property is not addressed. Access to the target property is from the northeast via Naalehu Spur Road. Property Uses in Surrounding Area: The area surrounding the target property contains residential and commercial property in the immediate vicinity. 3.2 Current Ownership According to information provided by the County of Hawai’i, the current owner of the target property is Ka’u Realty. According to the Hawaii County Tax Assessor’s office, the property is listed as Tax Map Key (TMK) numbers (3) 9-5-022:001 and (3) 9-5-007:016. 3.3 Physical Characteristics 3.3.1 Physical Features and Topography Approximate Size of Target Property: 16.2 acres Approximate Shape of Target Property: Irregular Target Property Topography: According to the United States Geological Survey (USGS) topographic map Naalehu, Hawaii dated 2013, the target property slopes gently toward the southeast with a general topographic gradient to the east. Please refer to Figure 2, Topographic Map. Approximate Elevation of Target Property: According to the Environmental Data Resources, Inc. (EDR) Report, surface elevation for the target property is approximately 688 feet above mean sea level (amsl). Surface Drainage on the Target Property: The general flow direction of surface stormwater across the target property appears to be toward the southeast. Floodplain: According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map Number 1551661925F, dated September 29, 2017, the target property is located in unshaded Zone X, which includes those areas outside the 500-year flood plain with less than 0.2 percent annual probability of flooding. 3.3.2 Geology and Hydrology General Regional Geology: According to the U.S. Geological Survey, Geologic Map of the State of Hawai’i, Sheet 8 – Island of Hawai’i, dated 2007, the target property appeared to be in the Volcanic and Intrusive Rocks of the Quaternary Era, Holocene System, and Mauna Loa Volcano series. Soil Conditions: According to the Soil Conservation Service information provided in the EDR Report, the soil components at the target property are Punaluu and Kaimu. Punaluu soil surface texture is
