Information in the UST and Financial Assurance databases indicates the site has a
permanently out-of-service underground storage tank (UST) containing diesel fuel that was
installed in 1968 and closed in 1991. There is currently a UST containing diesel fuel in use
that was installed in 1991. No spills are reported. Based on topographic relationship and
regulatory status, this facility does not represent a REC to the target property.
No indications of vapor intrusion from nearby facilities were identified.
BC found no indications of RECs resulting from the review of environmental regulatory or historical
records reviews.
Interviews
BC conducted an interview with Ms. Brenda Iokepa-Moses with Ka’u Realty regarding current and past
uses of the target property. Ms. Iokepa-Moses has been familiar with the target property since 1996.
Ms. Iokepa-Moses stated that she is unaware of any issues that would impact the environmental
integrity of this project. To the best of her knowledge, the target property has historically been used
as open pasture for cattle and livestock. The eastern adjacent property has historically been used as
a cattle ranching operation but is now abandoned. Ms. Iokepa-Moses was not aware of what types of
materials were stored on site in the empty ASTs and drums that were abandoned on this property. The
former cattle ranch operation is downgradient of the target property and therefore, does not represent
a REC to the target property.
BC also conducted an interview with Mr. John Cross with Ka’u Valley Farm regarding current and past
uses of the target property. Ka’u Valley Farms owns the northern adjacent land to the target property,
beyond Hawaii Belt Road and has been familiar with the target property since 1992. Mr. Cross stated
that he was unaware of any issues that would impact the environmental integrity of this project. To
the best of his knowledge, the target property has historically been used as open pasture land for
cattle and livestock.
The results of these interviews identified no RECs or environmental risks regarding current or past
operations at the target property.
Findings, Opinions, and Conclusions
BC performed this assessment in general conformance with the scope and limitations of the ASTM
International (ASTM) Standard E 1527-13 for the target property identified above to identify any RECs
in connection with the target property, including the presence, or likely presence, of any hazardous
substances or petroleum products on the target property under conditions that indicate an existing
release, or past release, or a material threat of release into the ground, groundwater, surface water,
or structures on the target property. This assessment included an evaluation to the extent practicable
of the past and present land uses at the target property and on adjacent properties.
The results of this assessment have identified no evidence of on-site or off-site RECs.
No further assessment of the target property is recommended at this time.
