Chairperson Boswell Will the public hearing of the Water Board on the proposed 2022 Operating Budget and
5 -year Capital Improvements Budget for the Department of Water Supply please come
to order. My name is William Boswell, Jr., Chairman of the Water Board, and I will
have the Secretary do a roll call of the Board Members present.
(Secretary did a roll call. Seven Board Members were in attendance: Mr. Hirakami, Ms. Howard, Ms. Hugo,
Mr. Ney, Mr. Scicchitano, Mr. Sugai, and Chairperson Boswell were in attendance.)
Chairperson Boswell: The Water Board, under Section 8-2(c) of the Hawaii County Charter shall adopt the
Operating and Capital Improvements Budget for the Department of Water Supply; and
under the hearing and advertising provision of Section 10-4, Hawai'i County Charter,
did publish public hearing notices in the Hawaii Tribune -Herald and in the West
Hawaii Today on February 28, 2021. As stated in the hearing notice, all comments or
testimony were to be filed in writing before the time of the hearing or anyone wishing
to provide oral testimony during the meeting was required to contact the Department to
register to take part in this Web Conferencing. Doreen, do we have anyone registered
to take part?

Secretary: No, Mr. Chair.
Chairperson Boswell: At this time, I would like to enter in as public record, and at this time, I would like to
entertain a Motion that this Public Hearing be closed.
K. Sugai: I so move.
J. Howard: Second, Judy.
Chairperson Boswell: It has been moved and seconded that the public hearing be closed. Could we do a roll
call vote on closing the hearing?
(Secretary did a roll call. Ayes: 6 - Mss. Hugo and Howard; Messrs. Hirakami Sciechitano, Sugai, and
Chairperson Boswell; Note: Mr. Ney experienced audio/visual problems).
Chairperson Boswell: Hearing is closed. Thank you.
