Based on the Mayor’s Proclamation regarding COVID-19, this meeting will be online. This is to
prevent the spread of COVID-19 and to maintain social distancing. The public may attend either

STATEMENTS FROM THE PUBLIC: Anyone wishing to provide written testimony on an agenda
item may do so by submitting it in writing or by fax. To ensure timely delivery to commissioners
prior to the meeting, written testimony must be submitted before 12:00 noon on the business
day prior to the meeting by (1) email to peter.sur@hawaiicounty.govor (2) facsimiles to 961-
8086. When submitting written testimony, please specify for which agenda item it is being
submitted. All written testimony will be part of the permanent record.
Testimony in real time will be permitted to the extent possible.

Director’s Informational Report. (Note: the report is posted online with the agenda under

2. Requests for updates: The commissioners have requested informational updates
on the following:
a. ISWMP Implementation Status (Adams)
b. Trailers at Transfer Stations progress report on response to residents'
concerns (Adams)
c. ‘hu and LCC closures (Requested by
Commissioner McIntosh)
d. What options are being considered for Hilo WWTP
remediation/replacement? Could the County bring in containerized
membrane bioreactor units on 1) a lease or lease to purchase agreement
with training for County employees and vendor remote oversight to return
the plant to compliance quickly and buy time for a more permanent
solution, if needed or 2) service contract where the County purchases
treated water and a third party operates the MBR? (Adams)

b. Presentation by the Office of the Corporation Counsel on the role of the
