TESTIMONY TRANSCRIPT

Public testimony regarding the application of ELLEN GARVER KOIZUMI (USE 21-000086)
was called to order at 9:48 a.m. via live-stream online meeting, with Chairman Michael Vitousek
presiding.
COMMISSIONERS PRESENT: Michael Vitousek, Nancy Carr Smith, Barbara DeFranco,
Clement"CJ" Kanuha III, Max Newberg, and Mark Van Pernis
ABSENT AND EXCUSED: Faith"Faye" Yates
ALSO IN ATTENDANCE: J Yoshimoto, Esq. (Counsel for the Commission),

APPLICANT: ELLEN GARVER KOIZUMI (USE 21-000086)
Application for a Use Permit to operate a two (2)-bedroom bed and breakfast establishment
within an existing three (3)-bedroom dwelling situated on approximately 3.147 acres of land
within the Single-Family Residential-20,000 square feet(RS-20) zoning district. The subject
property is located at 73-4270 Hawaii Belt Road, along the west(makai) side of Hawaii Belt
Road (Mamalahoa Highway), adjacent to and south of the Kona Coastview Subdivision at the
end of Leimomi Street, Kalaoa 4th, North Kona, Hawaii, Tax Map Key: (3) 7-3-005:030.

VITOUSEK: I will call the members of the public in order that I have according to the agenda
items that they are testifying on. Once you are called, please state your name and the town you
live in prior to the testimony. First up we have Joelle Kauhane. Aloha Joelle, you're on.
KAUHANE: Hi. Oh hi, how are you? I'm Joelle Kauhane, I live in Kona on Ahikawa Street.
VITOUSEK: Thank you. You may proceed.
KAUHANE: So. my main concern is the Bed and Breakfast that is being put behind our lot on
Leimomi Street. My issue with that would be the traffic on Leimomi Street because we are
really a quiet little area and I know she has access from the main highway down to that lot and
I'm wondering if there is a possibility that she can use that as her road or at least open that up for
them to use. I just feel that it would provide a lot of traffic for us. She wants to put I think six
(6) units back there.

VITOUSEK: Okay, the application we are reviewing today for that one pertains to the Bed and
Breakfast permit and not to a subdivision. If there is anything else you'll like to add,please go
ahead.
KAUHANE: So, the Bed & Breakfast would that but that creates a lot of traffic, correct? In her
area right there? Is there any way that they can use the access from Mamalahoa Highway down
to that lot to the Bed & Breakfast so, they are not only using Leimomi Street where there just a
lot of traffic for us.
VITOUSEK: Okay. Is there any other concerns?
KAUHANE: How many Bed & Breakfast is she putting there?
VITOUSEK: I believe the application is for the use of two (2)bedrooms within the existing
residence to accommodate up to ten (10) guests.
KAUHANE: Okay. No, I don't have no other concerns that was my main concern.
VITOUSEK: Okay. Okay, thank you and your concerns will definitely be considered.
Continuing on to Mr. Au? Please state your name and area of residence. Could Mr. Au be
unmuted please.
JACKSON: I just tried to unmute him, and I don't the ability to unmute him it says to ask to
unmute.
VITOUSEK: Mr. Au if you can unmute yourself. No, I guess with that we will move on and if
Mr. Au becomes available for you to unmute yourself, please let me know and we can take you
at the time. Moving on, Mr. Chuck Flaherty,please state your name and area of residence.
FLAHERTY: Aloha kahaiaka Mr. Chair and members of the Planning Commission. I'm Chuck
Flaherty, Captain Cook, Hawaii. Good to see you today, thank you for this opportunity. My
only concern on the agenda item one (1)the Bed& Breakfast is the number of guests and the
water usage. Given that it's proposed to be a 2-bedroom Bed & Breakfast. I've submitted
written testimony and I also have written testimony regarding Administrative Matters but there's
an issue as to whether or not that can be agendized and if it can be I'd appreciate if there would
be some discussion with the Commissioners with regard to that testimony. Thank you very
