CALL TO ORDER
Commissioners Present: Shaun Roth, Jasmine Crusat, Ann Kern, Riley Smith, Zon Sullenberger,
and Arne Werchick
Absent and Excused: Bryant Ching and Michaela Ikeuchi
Planning Department: Terri Napeahi (Planner), Rosalind Newlon (Planner), Deanne Bugado
(Planner), Rachelle Ley (Private Secretary to the Planning Director, as
the host of this Zoom meeting), and Noriko Sauer(Commission
Secretary)
Applicant: Pieter Heres (New Business Item No. 1)
Based on the Governor's Nineteenth Proclamation Related to the COVID-19 Emergency dated
April 9, 2021, this meeting had been scheduled to be held online, with live streaming video for
the public to observe the meeting; however, there was a technical problem with connecting to the
YouTube live stream. Good faith efforts were made, but the problem could not be resolved.
With the understanding that there was no public testimony on the sole agenda item, and that the
video could be made available later, Chairman Shaun Roth called the meeting to order pursuant
to the aforementioned Proclamation. A quorum was present.
Chairman Roth introduced the Commissioners and recited the meeting procedure. Upon inquiry
by Chairman Roth, Ms. Newlon reconfirmed that there was no public testimony on the agenda
item.
APPROVAL OF MINUTES
Minutes of the Meetings of December 8, 2020 and January 26, 2021
The Commission postponed approval of the minutes at the request of staff.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
None.
NEW BUSINESS
1. The applicant, Pieter Heres, President of Kama'aina Hale Apartments, is requesting
design review of a new gazebo planned for the playground area of a 128-unit apartment
complex. The new gazebo is approximately 10-feet tall, and 11'-1/2" maximum height
measured to the ridgeline of the roof, meeting the height limit of no more than twenty

feet for an "accessory building", per the Zoning Code, Section 25-1-5 (b). The exterior
colors selected for the new gazebo are shown on an exhibit with the KVDC application.
The Kama'aina Hale Apartments was issued a Final Plan Approval for 128 units on
July 8, 1974,with building permits on file from 1974. The Kama'aina Hale was last
reviewed before the KVDC on October 25, 1994 for a renovation project that included
the addition of a new storage/maintenance/office building, new landscaping, and a bus
stop. At that time, those projects were prioritized based on funding.

Ms. Napeahi gave a PowerPoint presentation of the application. She described the proposed
project with the County zoning map, TMK map, site photographs, and plan drawings. She noted
that the project site was set far back from Kuakini Highway within the apartment complex, and
that the proposed gazebo would not be visible from the highway. She displayed a simulated
photograph showing the intended outcome provided by the applicant; she noted that even though
the photograph appeared very realistic, her site visit confirmed that the gazebo had yet to be
built, except for the existing slab area with some picnic tables. She said that the proposed roof
color, Rockport Gray, came from the Benjamin Moore Paints Historical Colors Collection. She
also said that the applicant was proposing a natural clear stain for the wood portion as shown in
the picture, but that if the Commission preferred a darker stain, the applicant would be amenable
to such recommendation. There were no questions from the Commission.
The applicant, Pieter Heres, introduced himself and said that Kama'aina Hale is a nonprofit
organization that provides affordable workforce housing for the Kona community. He said that
the playground area had been upgraded with some grassy area and the slab three years ago and
was now ready for a gazebo so that the residents and children could have a place out of the
elements like the sun and rain. He said that it was a very dense living situation and there was no
other space for the residents to gather, and so the gazebo would be a great addition to the
community. He also noted that the gazebo would not be visible from the roadside; however, they
wanted to be sure to comply with the Commission's rules and desires. There were no questions
from the Commission.
Chairman Roth apologized to Mr. Heres for the delay in responding to his application[caused by
the cancellation of the previously scheduled meeting due to a lack of quorum]. He expressed his
approval of the proposed gazebo, saying that even if it were visible from the highway, the
appearance would be fine. Commissioner Smith concurred with Chairman Roth and commented
that the colors looked appropriate for the area, and that it would be a benefit to the residents. He
also acknowledged Ms. Napeahi's presenting the actual information based on her site visit.
It was moved by Commissioner Sullenberger and seconded by Commissioner Kern that the
Commission forward to the planning director its approval of the design as submitted. There
being no discussion on the motion, a roll call vote was taken, and the motion carried with five
ayes (Sullenberger, Kern, Crusat, Smith, and Werchick), no noes, and two absent and excused
(Ching and Ikeuchi).

ANNOUNCEMENTS
Next meeting tentatively scheduled for May 11,2021.
Ms. Newlon stated that the Commissioners would be notified whether or not the Commission
would meet on May 11, 2021.
ADJOURNMENT
There being no further business, Chairman Roth adjourned the meeting at 5:41 p.m.
