AGENDA
NOTICE IS HEREBY GIVIEN of the following matters to be considered by
the Game Management Advisory Commission of the County of Hawai’i in
accordance with the provisions of Chapters 91 and 92, Hawai’i Revised
Statutes, Section 6-7.5(a) of the Charter of the County of Hawai’i, and the
Commission’s Rules of Practice and Procedure.
Pursuant to Governor Ige’s most recent proclamation, in
order to minimize physical contact and maximize social
distancing, this meeting will be conducted via Zoom.
DATE: Tuesday, June 15, 2021
TIME: 6:00 to 7:30 PM
PLACE: This meeting will be held by interactive video conference
through Zoom. The public may provide oral testimony at the
meeting by joining online or calling into the Zoom meeting. To
register for access to the Zoom meeting please provide your
email to Barbara.Kossow@hawaiicounty.gov no later than
12:00PM, Noon on Tuesday, June 15, 2021.

3. FINANCIAL REPORT:
4. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Statements from the public will be taken throughout the meeting.
5. PRESENTATIONS:
a. Steven Bergfeld, DLNR, Division of Forestry and Wildlife (DOFAW) Branch
Manager, Hawai’i Island to discuss land easement for access and land purchase.
6. OLD BUSINESS:
a. Shooting Range development update: Stanley Mendes will share information
from Mayor’s Office on Puuanahulu.
b. Discuss trapping programs and solutions to address the over population of pigs
and goats in areas they are unwanted.
7. NEW BUSINESS:
a. Discussion on the DOFAW plan to expand firebreaks in State Game
Management Areas.
b. Discuss a GMAC disclosure request of Pittman-Robertson spending in Hawai’i
Island, based on the Freedom of Information Act.
c. Discuss the problems with mongoose and cat traps, trapping game birds.
8. ANNOUNCEMENTS:
a. The Makahanaloa State hunting trail restoration plans

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the
agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board’s attorney on questions and issues pertaining to the Commission’s
powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS
Section 92-4 is necessary to hold an executive session.
Anyone wishing to discuss an item that does not appear on the agenda should call the
commission secretary at 323-4444 or email Barbara.Kossow@hawaiicounty.gov to have
the subject placed on the next available agenda.
Game Management Advisory Commission members only may be present at the Hawai’i
County Building, Office of the Mayor’s Conference Room, 25 Aupuni, Hilo, HI 96720,

323-4444 as soon as possible, but no later than five (5) working days prior to the meeting
date, to arrange for accommodations. If you are a lobbyist, you must register with the
Hawaiʻi County Clerk within five days of becoming a lobbyist. {Article15, Section 2-
91.3(b), Hawaiʻi County Code. “A lobbyist is any individual who is engaged for pay or
other consideration who spends more than five hours in any month or $275 in any six-
month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials.”
