Pursuant to Planning Commission Rule 4-18, the Windward Planning Commission ("Commission") j
requests that the parties each provide a brief to the-Commission on the following issue:
Whether the Commission should make a decision on the record as presented or open the 1
record and consider new evidence?
A brief of no more than 10 pages shall be submitted by email and regular mail (or hand delivered
rather than regular mail) to Commission Secretary Melissa Dacayanan on or before July 28, 2021
(Wednesday)close of business and served on the other parties. This matter will be agendized for the
Commission's August 5,2021,meeting. Pursuant to Planning Commission Rule 4-18, extension will
