ROLL CALL Present: Alton Nosaka, Kris Hoke, Michael Akau, Radford Hirai, Wendy Davis J. Yoshimoto, Corporation Counsel Tiffany Kai, Mass Transit Administrator Sari Kogasaka Cantor, Transit Assistant Absent: none APPROVAL OF AGENDA Commissioner Kris Hoke moved that agenda be approved, seconded the motion by Michael Akau, and it carried unanimously. Agenda approved. APPROVAL OF JUNE 23, 2017 MINUTES Commissioner Akau moved to approve the minutes, Commissioner Hoke seconded the motion, no further discussion, and it carried unanimously. PUBLIC STATEMENTS ON AGENDA ITEMS: Chairman Nosaka made a motion to close the Public statement section, as seeing no individuals present who wished to speak, Comm. Hoke second motion. 5 ayes. Closed. Per Wendy Willis, Ms. Brown lost contract and has been removed from the company. Unable to reach Ms. Brown by phone to verify. Recommended by J. Yoshimoto, Corp Counsel to table item to end of agenda for further discussion and provide additional time to reach applicant Beverly Brown. Review taxicab application for NEW Certificate of Public Convenience & Necessity to operate in the County of Hawaii. Application to approve out of order: Luana Limousine Services Inc Dba Laura’s Taxi. Applicant request re-addressed. Request to go into Executive session. 10:20 am – 10:35 am Unable to reach applicant, Beverly Brown, will use authorization on file allowing Wendy Willis to represent applicant. Per Wendy, Beverly is no longer the owner of the company, but it is their intention to have applications reviewed and approved as the employees want to continue to operate company. Commission to move forward with application request as we have no verification or documentation indicating change of ownership or request for cancellation at this time from Ms. Brown. Informed Ms. Willis that if it is correct that Ms. Brown is no longer the owner of the company then the submitted applications are void as we are approving applications with Ms. Brown as the applicant. Will proceed with applications as we are unable to reach applicant for confirmation and verification of phone message. Ms. Willis understood this. Motion made to accept and approve all 16 application by Comm. Hoke, seconded by Comm. Akau. Applications approved. 5 ayes. Transit Administrator’s Report Acting Administrator Kai reported that the department recently completed the Queen Kaahumanu and Henry Street bus shelter, and Kurtistown/Keaau bus shelter. The bus shelter located in Seaview Estates is near completion and will ready to use by end of the month. Transit Master Plan The draft of the transit plan has been completed and can be found at heleonmasterplan.com The 2027 blueprint plan includes operating and capital plans, as well as a financial plan. SSFM has plans to conduct the second round of meetings for public comments in April. However, individuals are currently able to submit comments online. The new Transit Administrator, Maria Aranguiz, will take office on February 16, 2018. She comes from Cal Trans and with planning background. She looks forward to the challenges we are currently facing and we look forward for the Commission to meet her. Election of Transportation Commission Chairperson and Vice Chair Commissioner Hirai nominates Commissioner Kris Hoke for Chairperson, seconded by Commissioner Alton Nosaka. Commissioner Hoke accepts nomination. Commissioner Nosaka nominates Commissioner Riley Hirai as Vice Chair, seconded by Commissioner Mike Akau. Commissioner Hirai accepts nomination. Next Meeting Tentatively scheduled for August-September when additional Commissioners come on board. Will forward several dates to all Commissioners and after checking on location availability. Adjournment Comm. Nosaka motioned to adjourn meeting, seconded by Comm. Akau. 5 ayes, meeting adjourned at 10:46 am.
