HomeMy WebLinkAbout2014-08-26 Transportation Commission Meeting Minutes August 26, 2014 CALL TO ORDER Vice-Chairman Jon Olson called the meeting to order at 10:10 a.m. ROLL CALL Present: Jon Olson, Neal Herbert, Kenneth Obenski, Sonny Shimaoka, Paul Maddox, Alton Nosaka (absent) and Duane Hosaka, (absent,) William Brilhante, Deputy, Corporation Counsel Betty Alcover, Transportation Commission Secretary Sari Kogasaka Cantor APPROVAL OF AGENDA Commissioner Shimaoko moved to approve the agenda, Commissioner Obenski seconded the motion, and it carried unanimously. APPROVAL OF JANUARY 23, 2014 MINUTES Commissioner Obenski moved to approve the minutes, Commissioner Shimaoka seconded the motion, and it carried unanimously. STATEMENTS ON AGENDA ITEMS: None PUBLIC STATEMENTS ON AGENDA ITEMS: NEW BUSINESS Applications for New Certificates of Public Convenience Jeremy Coyaso dba G’z Big Island Taxi & Tours applied for one certificate. Mr. Coyaso was not present, therefore, Commissioner Obenski moved to place Mr. Coyaso at the bottom of the agenda and Commissioner Shimaoka seconded the motion and it was carried unanimously. Mavis Lum Ho dba Aiau’s Taxi applied for one certificate. Mr. Lum Ho was not present, therefore, Commissioner Shimaoka moved to place Mr. Lum Ho at the bottom of the agenda and Commissioner Maddox seconded the motion and it was carried unanimously. Mavis Lum Ho did not appear at the meeting, therefore, the certificate was not review for consideration. Ronaldo Bocalbos dba RJay Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded the motion, and it was carried unanimously. Larry Domingo dba Loren’s Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded the motion, and it was carried unanimously. Jaynard Simpliciano dba AMS Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded the motion, and it was carried unanimously. Randy Lucero dba R & L Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded but with reservation and it was carried unanimously. Leo & Julie Sadoy dba Leo’s Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded the motion, and it was carried unanimously. Donald Snyder dba Hilo Taxis applied for one certificate. Commissioner Shimaoka moved to approve the application, Commissioner Obenski seconded the motion, and it was carried unanimously. Ward Brent Jackson dba 808 Cab applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Shimaoka seconded the motion, and it was carried unanimously. Park Duff dba Taxi Driver applied for one certificate. Commissioner Shimaoka moved to approve the application, Commissioner Maddox seconded the motion, and it was carried unanimously. Nathan Castro Brown dba Kam’s Taxi applied for one certificate. Commissioner Obenski moved to approve the application, Commissioner Maddox seconded the motion and it was approved unanimously. Gayne Kobayashi dba Mr. K’s Taxi applied for two certificates. Commissioner Shimaoka moved to approve the applications, Commissioner Obenski seconded the motion, and it was approved unanimously. Ralph Soriano dba ABRA’s Taxi applied for one certificate. Commissioner Olson called for a vote to approve the application and it was approved unanimously. David and Charlene Sherwood dba Char’sTaxi & Shuttle applied for four certificates Ms. Alcover explained to the commissioners that Mr. Sherwood currently have the four taxis under his name only and now wishes to add his wife onto the certificates.. Commissioner Obenski move to approve the applications, Commissioner Shimaoka seconded, and it was approved unanimously. Edison & Vilma Fronda dba Princess Taxi applied for four certificates. Ms. Alcover stated that Mr. Fronda wishes to add his wife’s name on his existing three certificates and applied for one additional certificate. Commissioner Obenski moved to approve the applications and Commissioner Shimaoka seconded, and it was approved unanimously. Aung Ko Ko dba Amay Taxi applied for one certificate. Commissioner Shimaoka moved to approve the application and Commissioner Obenski seconded, and it was approved unanimously. Stanley Shigeishi dba Stan’s Taxi applied for one certificate. Commissioner Obenski moved to approve the application and Commissioner Maddox seconded, and it was approved unanimously. Da Best Taxi, LLC dba Da Best Taxi applied for one certificate. Commissioner Shimaoka moved to approve the application and Commissioner Obenski seconded, and it was approved unanimously. Jules A. Beaty dba Value Taxi applied for one certificate. Commissioner Obenski moved to approve the application and Commissioner Herbert seconded, and it was approved unanimously. Herminigold Rafol dba Estee Taxi applied for one certificate. Commissioner Shimaoka moved to approve the application and Commissioner Obenski seconded, and it was approved unanimously. Jeremy Coyaso dba G’z Big Island Taxi – showed up late and will now address his Application. Commissioner Shimaoka moved to approve the application and Commissioner Obenski seconded, and it was approved unanimously Hearing on Revocation of the following Certificate of Public Convenience: CH017 – Ace One Taxi. Ms. Alcover stated she received a letter from the owner, that her husband had recently passed, therefore, she would like to reduce her fleet of taxis. Commissioner Shimaoka moved to revoke CH017 seconded by Commissioner Maddox and it was approved unanimously. CH038 – Marina Taxi. Ms. Alcover stated that she received a letter from the owner stating he would like to have Ch038 revoked. Commissioner Obenski moved to revoke CH038 seconded by Commissioner Shimaoka. and it was approved unanimously. CH079 – Mel’s Taxi. Ms. Alcover received a letter from Mel stating he would like to revoke CH079. Commissioner Herbert moved to revoke CH079, seconded by Commissioner Obenski and it was approved unanimously. CH101 – Gene’s Taxi. Ms. Alcover stated that Mr. Garcia is not present today as he is operating his route for Hele-On but expressed to her that he would like to keep his certificate. His taxi is in need of repairs and the parts have been ordered. Commissioner Shimaoka moved to grant CH101 a 30-day extension, seconded by Maddox and it was approved unanimously. CH274, CH275, CH335-CH344 - Hot Lava Taxi. Ms. Alcover stated she received a letter from the owner, Mr. Kuoha, saying he is giving up his taxi businesses and would like all of his taxi certificates revoked. Commissioner Obenski moved to revoke CH274, CH275, CH335 to CH344 , seconded by Commissioner Commissioner Shimaoka and it was approved unanimously. CH374 – Tutu’s Taxi. Ms. Alcover received a letter from the owner, Elizabeth, stating she wanted to have her certificate revoked. Commissioner Herbert moved to revoke CH374 seconded by Commissioner Obenski and it was approved unanimously. CH404 - Mazel Tov Taxi. Ms. Alcover received a letter from owner stating the cost of running a taxi is too high and therefore, would like to have his certificate revoked. Commissioner Obenski moved to revoke CH404 seconded by Commissioner Shimaoka. CH436 - HCEOC. Ms. Alcover received a letter from Mr. Brown stating that at this time HCEOC would like to have their certificated revoked. Commissioner Obenski moved to revoke CH436 seconded by Commissioner Herbert and it was approved unanimously. CH446 - Aunty Moana’s Taxi. Ms. Alcover received a phone call from Ms. Dyball stating she is ill and on the mainland receiving treatment. She would like to revoke CH446. Commissioner Shimaoka moved to revoke CH446 seconded by Commissioner Herbert and it was approved unanimously. CH447 – Ku Hina Taxi – Ms. Alcover stated that the owner had passed away and there is no other name on the certificate that can take over. Commissioner Obenski moved to revoke certificate CH447 Commissioner Herbert seconded and it was approved unanimously. CH459 - Kohala Taxi. Ms. Alcover received a letter from the owner stating that he cannot find a driver to operate this taxi so he will give it up. Commissioner Obenski moved to revoke certificate CH459 Commissioner Herbert seconded and it was approved unanimously. CH463 – Estee Taxi – Mr. Rafol was given a 30-day extension to turn over paperwork to Mass Transit but did not comply. Therefore, CH463 is up for revocation. Commissioner Shimaoka moved to revoke certificate CH463 Commissioner Obenski seconded and it was approved unanimously. CH472 - Lilikoi Ohana Taxi. Ms. Alcover received a letter from their attorney which stated the owners have decided not to operate a taxi service. Commissioner Obenski moved to revoke certificate CH463 Commissioner Shimaoka seconded and it was approved unanimously. CH474 - Kayden Taxi. Owner is requesting a 30-day extension as he was not able to to get his cab together in time and did not asked for an extension. Commissioner Shimaoka move to approve the 30-day extension Commissioner Herbert seconded and it was approved unanimously. TRANSIT ADMINISTRATOR’S REPORT: The Transit Agency will be putting up more shelters and bus stop signs. Our two MCI buses that we have on order should be arriving to the island soon. We will soon begin to hire a transit specialist who will help with our routes and mapping. Commissioner Herbert asked Ms. Kai if it was okay to have the application documents two sided instead of one sided to save on paper. Ms. Kai stated it was okay as long as all commissioners agreed and it was approved by all. NEXT MEETING The next meeting date will be in November date to be determined. ADJOURNMENT Meeting was adjourned by Commissioner Olson at 11:00 p.m., Commissioner Shimaoka, seconded.
