Lanikaula Street Hilo, HI 96720 June 2010 Bus Stop Location Project for County of Hawaii Mass Transit Agency Data Base of Priority Stops - 1 - County of Hawaii Mass Transit Agency Bus Stop Location Project Data Base of Priority Stops The County of Hawaii Mass Transit Agency (MTA) currently operates on a flagstop basis. With increased usage and traffic, MTA is moving into a designated bus stop program. SSFM International, Inc. (SSFM) was contracted to identify locations for bus stops islandwide and to determine if locations warrant an official bus stop listed in the Hawaii County Code. Official bus stops will need to be Americans with Disabilities Act (ADA) compliant. This document is the second report in a three part series outlining improvement recommendations for the existing transit system. An Initial Screening Report was previously delivered, which consisted of a complete inventory of 575 existing bus stops island wide. This Data Base of Priority Stops takes into consideration a variety of determining factors and identifies a list of 253 bus stop locations recommended for improvements. The final report will outline recommendations for improvements, specifically pertaining to ADA compliance. Multiple factors were taken into consideration to determine the best possible location for a bus stop within a given region. Criteria such as existing bus service, land use, population density, established ridership, and logical destination points were all determining factors. This report is broken down into the following sections: 1. Methodology 2. Outline of Data Collected 3. Bus Stop Numbering 4. Bus Stop Index 5. Field Sheets Bus Stop Location Project for County of Hawaii Mass Transit Agency Data Base of Priority Stops - 2 - Section 1 – Methodology In order to determine the recommended locations for future bus stops, a variety of factors were evaluated in order to make the best possible recommendation. Field work in conjunction with existing land use and infrastructure conditions provided the key factors in determining the most suitable bus stop locations. Destinations, an important criterion, included: • Civic Centers • Commercial Centers • Schools • Medical Facilities • Major Residential Districts • Established/Popular Stop Locations • Recreational Facilities Section 2 – Outline of Data Collected Once the locations of priority stops were determined, a second field survey was conducted to determine the best point for locating the bus stops. Conditions such as proximity to an intersection or crosswalk, shoulder width, distance from utilities, and ADA compliant surfacing were all deciding factors for specific site locations. After a site location was determined, field information was collected to create a Site Location Description. This Site Location Description includes: a stop name, direction, nearest intersection, GPS coordinates, measurements from surrounding landmarks, surrounding land use, and the nearest building or address. Following the completion of the Site Location Description an Evaluation of Existing Amenities and Future Recommendations was conducted. Amenities evaluated included: informational displays, bench, bus pad, lighting, shelter, refuse, crosswalk, and signage were the primary amenities considered for this study. Bus Stop Location Project for County of Hawaii Mass Transit Agency Data Base of Priority Stops - 3 - Section 3 – Bus Stop Numbering SSFM has provided a proposed numbering system for 253 proposed stops. It is recommended that MTA adopt this system or one similar. The following section consists of field sheets for the 253 surveyed stops in Hawaii County. Each sheet includes a Site Location Description, an Evaluation of Existing Amenities and Future Recommendations, Americans with Disabilities Act compliance recommendations (discussed in detail in the Recommendations Report), an aerial photograph of the surrounding area from Google Earth, and photographs taken at the site. Field sheets are organized into 9 sections by county district: 1) Puna 2) South Hilo 3) North Hilo 4) Hamakua 5) North Kohala 6) South Kohala 7) North Kona 8) South Kona 9) Kau Once organized by district each location was assigned an identification number. The first digit is zero to allow for the expansion of service and a more sophisticated dividing system when necessary. The second digit denotes which district the bus stop is in. The final two digits were assigned to each bus stop to create a unique 4 digit identification number.
