Lanikaula Street Hilo, HI 96720 June 2010 Bus Stop Location Project for County of Hawaii Mass Transit Agency Inventory and Initial Screening Report Introduction -1- County of Hawaii Mass Transit Agency Bus Stop Location Project Inventory and Initial Screening Report I. Introduction The County of Hawaii Mass Transit Agency (MTA) currently operates on a flagstop basis. With increased usage and traffic, MTA is moving into a designated bus stop program. SSFM International, Inc. (SSFM) was contracted to identify locations for bus stops islandwide and to determine if locations warrant an official bus stop listed in the Hawaii County Code. Official bus stops will need to be Americans with Disabilities Act (ADA) compliant. This Inventory and Initial Screening Report constitutes the deliverable for Task One of the work program for this study. Based on field work conducted and meetings held with bus drivers, SSFM developed a complete inventory of bus stops islandwide. The inventory, consisting of approximately 575 stops, was then divided into priority and non-priority stops for the remainder of the work tasks in this study. Priority stops, totaling approximately 100 stops, were recommended based on surrounding land use, frequency, and local knowledge. The list of priority stops is shown in (Appendix 1). These stops handle the bulk of the ridership and are in close vicinity to schools, resorts, medical facilities, and urban centers. The list of priority stops will be refined during the Phase II field work. Stops may be added or removed once they are surveyed. A detailed analysis of each priority stop will be included in the Final Report for the project. Non-Priority stops may continue to be used, but will not be designated as official bus stops. Many flagstops used by Hele-On bus operators and their riders are done on an ad hoc basis. They may be used by one or two people once or twice a day. These locations would not justify development of a formal bus stop under any reasonably conceivable set of technical warrants. Frequent stops to benefit a few people should be avoided because too many stops will negatively impact the overall travel time of a bus run and increase the overall travel time of all riders. This is a constant tradeoff that needs to be made and a key difference between a more urban bus system with larger buses carrying many riders and a rural one with small vehicles serving just a few people. Work Plan and Methodology The project work flow diagram is shown on Figure 1. In order to create an orderly analysis, a bus route numbering system had to be established as shown in Table 1 below. Route numbers in the 100s are for Waimea Routes; 110s for North Kohala; 120s are for Puna and Kau; 130s are for Hilo; 140s are for Kona. MTA can choose to continue with this numbering system or use it solely for this report. Existing stops were identified and mapped using bus schedules, the Hawaii County Code, and GIS Data from the MTA. A discussion on mapping can be found in the detailed methodology contained in Appendix 2. Finally, priority stops were isolated. These priority stops will be evaluated further and incorporated into the final report. In order to make a complete inventory of existing stops, a uniform data collection methodology was developed and refined which is explained in detail in the methodology shown in Appendix 2. Data collected included: A. STOP NUMBER – used in the table to assist in the development of a Hele-On bus stop inventory database. Each route table starts with the number 1 and list bus stops in series sequentially while the data is being collected. The final list will give each stop a unique number. B. ROUTES SERVED – Primary Route – This is the route being surveyed. C. ROUTES SERVED – Others Served – Other routes believed to also serve the bus stop listed. D. BUS STOP IDENTIFICATION – Bus Stop Name – These are the names given to stops by MTA or listed on the public timetable. When no name has been previously used, no new name was created, just a descriptor for the type of stop such as “flagstop.” E. BUS STOP IDENTIFICATION – "TP" – is for "Time Point" and means location is used as both a time point and a bus stop. F. BUS STOP IDENTIFICATION – "L" – is for "List" and means location is included on potential bus stop list provided by MTA. G. BUS STOP IDENTIFICATION – "C" – is for "Code" and means location is included in the Hawaii County Code. H. BUS STOP IDENTIFICATION – District – is the stop’s geographical location within the County of Hawaii. I. NEAREST INTERSECTION – Served Street – This is the roadway used by the bus route when the bus stops at the location being identified. J. NEAREST INTERSECTION – Farside/Nearside/Midblock – This identifies the stops orientation to the nearest cross street. Nearside (before passing through the intersection), Farside (after passing through the intersection), or Midblock (in between intersections). K. NEAREST INTERSECTION – Nearest Cross Street (& Comments) – The common practice in a bus stop inventory is to list the nearest cross street whenever possible. L. BUS STOP FEATURES – Most stops had no features, but signs, benches, shelter, surface conditions, lighting or other conditions were noted whenever observed. M. COMMENTS – This column was used to record special situations. N. SURROUNDING LAND USES – The level of residential, resort, commercial, school, rural and recreational land uses, especially those that may involve creating a transit market such as a major employer, was recorded. Data was collected for all routes. The complete inventory can be found in Appendix 3. An inventory sheet for the “Hilo - Aupuni Center to Prince Kuhio Plaza” Route was not produced since the same stops are served on that route as the other Intra Hilo Routes. In order to gain firsthand knowledge, meetings with drivers were conducted while riding the fourteen routes. A letter of introduction was distributed to all drivers prior to field work (Appendix 4). Any comments received were noted in the comment column of the data base inventory. Drivers were open in giving suggestions for improving stop locations based on sight distance and other safety parameters. Through driver interviews, SSFM was able to look for solutions to existing issues drives face on a daily basis. Prioritizing Inventory The inventory of 575 bus stops was prioritized, based on the criteria of surrounding land use, frequency of use, and local knowledge. Surrounding land use for stops near schools, resorts, medical facilities, and urban centers were preferred when compared with rural expanses that are common in the County of Hawaii. Frequency was determined by the number of routes that stopped at a given location. Also, some stops within a route were used more frequently; for example, stops on the Intra Hilo Routes. Local knowledge was obtained from bus drivers and SSFM staff living in the County of Hawaii. Following this prioritization methodology, 100 locations were selected as Priority Locations. In addition, all 70 stops in Hilo were considered as candidates for inclusion in the Priority Location category. During Phase II of the field work, the priority stops will be scrutinized further based on additional field observations. Introduction The County of Hawaii Mass Transit Agency (MTA) has retained SSFM to provide a report that will identify recommended locations for bus stops. The agency has operated on primarily a flag stop basis. Flag stops do not have the standard provisions for bus operations such as a bus stop sign, bench, or shelter. They may have certain undesirable characteristics such as poor surface or site conditions for passenger loading, especially if the wheelchair lift needs to be deployed. MTA has decided to shift to providing designated bus stops. The following tasks outline the work necessary to provide the best recommendations possible for identifying bus stop locations: The following methodology and instructions were developed to conduct the first task and assist with the other tasks. All currently known existing and possible bus stop locations were listed in an inventory for each Hele-On route. SURROUNDING LAND USES – The level of residential, resort, commercial, school, rural and recreational land uses, especially those that may involve creating a transit market such as a major employer, was recorded. O. GEOGRAPHIC COORDINATES – Provide latitude and longitude. III. METHODOLOGY AND INSTRUCTIONS A table was created for each bus route. There are five sources of information to identify and describe potential bus stops: 1. Hele-On Public Schedule Timepoints, 2. MTA Potential Bus Stop List, 3. The County Code, 4. Field Observations: Riding The Hele-On Routes, and 5. Field Observations: Site Surveys. 1. Hele-On Public Schedule Timepoints The SSFM listing that was prepared in anticipation of this project identifies what are commonly referred to as timepoints. Timepoints are those locations on the public schedule used to identify the departure times for each bus trip serving that route. These normally coincide with major bus stop locations or bus route terminal points. They represent some, but not all, of the bus stops or flag stops served by a route. Timepoints are well recognized locations for the existing operation. Those bus stops that are timepoints are also identified as such by a “X” in the column on the table with the sub-heading “TP” under the overall heading of “BUS STOP IDENTIFICATION.” Timepoints are sometimes difficult to locate precisely before conducting field work because they often refer to a town or general place, not an explicit physical location associated with a street intersection as is the common practice with bus stop inventories. The best personal knowledge and other available information were used to place a green pin onto a Google Earth map before conducting any field work. 99 Aupuni Street Suite 202 Hilo, Hawaii 96720 Phone: (808) 933-2727 Fax: (866) 887-8885 www.ssfm.com The same timepoint is sometimes used repeatedly on different route schedules or on the same route. To make the bus stop listing complete these duplicate stops were also included twice. 2. MTA Potential Bus Stop List The table provided by the County was formatted and reorganized to sort through the relevant information necessary to plot bus stop locations. The information retained for inclusion in the data tables from this source were: Bus Stop Name, District, Latitude, and Longitude. The other information included in the original source document was considered not to be vital and was excluded from the data tables. The bus stops identified in this source document did not appear to be in any particular order. The table was sorted to list the stops sequentially by latitude for ease in entering them into Google Map to identify their location. This was done by creating a yellow pin symbol for each stop. 99 Aupuni Street Suite 202 Hilo, Hawaii 96720 Phone: (808) 933-2727 Fax: (866) 887-8885 www.ssfm.com The pin symbol template allows the pin to be automatically positioned by entering the latitude and longitude of the bus stop. The pin label included the term “MTA?” and then the bus stop name as provided in the source document. These stops were confirmed as either in the County Code or on public time tables as a time point or as being used in the operation by passengers at flag stops. If confirmed the “?” was removed from the label and replaced with a colon (“:”) as shown by the example below. The experience in riding the bus was that either these locations were difficult to confirm while riding the bus or simply not used on that particular trip to board or alight passengers. Some of these locations could be better than those currently used and are close to the flag stops that were observed, or the flagstops are being used at a slightly different location because of operational problems. Further analysis in the field after the inventory has been completed to prioritize which stops or proposals will be conducted. 3. The Hawaii County Code The Hawaii County Code, Section 24-275, schedule 23, identifies 28 bus stop locations. Most of these are in South Hilo but some are in Kahala, Kona and Puna. The list has been amended seven times in the past 10 years. The last two bus stop amendments in 2007 and 2003 were for school transportation purposes. An amendment in 2001 was explicitly on Highway Route 11 by Yano Hall and the Mango Hotel to provide a safe area for riders to wait to board the bus. County Code bus stop locations should be identified using a red pin as illustrated below. Data tables include the identification of the multiple County bus stop locations identified in the Code under the major heading Bus Stop Identification, column labeled “C”. At least 9 of the 28 bus stops in the County Code are for school transportation purposes and are typically regulated for school days and school times. At least 7 of the bus stops in the County Code are for the County bus and are typically regulated for Monday through Saturday and for 6 AM to 6 PM. It appears the original County Code list was adopted in 1983 and updated on a case-by-case basis. Warrants will be developed to determine what justifies a bus stop being included in the County Code. However, the field work observed any potential bus stop locations that would benefit from being 99 Aupuni Street Suite 202 Hilo, Hawaii 96720 Phone: (808) 933-2727 Fax: (866) 887-8885 www.ssfm.com included in the County Code providing a basis for enforcing no-parking restrictions and other regulatory mechanisms to assure the bus stop is available when needed for transit purposes. 4. Field Observations: Riding The Hele-On Routes It was important to complete as much of the existing bus stop inventory table for each route as possible before conducting any field work. A table was developed for each route that includes all of the possible bus stop locations identified from the three previously discussed sources. Blank rows were provided on the table to hand-write in the flag stops as they are observed. Many flagstops were served. There were as many as 20 flag stops in between timepoints. The number of rows left blank was determined by observing the distance between the documented bus stops from the sources provided and the potential land use that might be served along the route. This differed for each route. The type of land use being served can probably be entered before going into the field based on personal experience and the aerial views provided by Google Earth which are very helpful. The second piece of information available during data collection was the public time schedule. Other items that were helpful included a camera, water, clipboard, pencils or pens and a backpack for storage. 5. Field Observations: Site Surveys After each route was surveyed, the information collected was immediately verified. Missing information was obtained and included in the table for each route. Emphasis was placed on those stops that served six or more bus trips per day. Attention was given to a clear explanation of the stop location for both sides of the street where service is provided in each direction. The features provided at each stop for transit passengers were identified, such as bus stop sign, bench, shelter, etc. The use of retail and commercial establishment names was avoided (except as explained in the next paragraph) in favor of the description of the intersecting streets. If this was not possible, a public facility such as a park or church was referenced. When necessary, the street address number of the closest building was used. References such as green or pink building were avoided. Where colloquial terms were used, corrections were made to the stop inventory. The identification of the stop area should include the description of the lighting in the vicinity of the bus stop location. 99 Aupuni Street Suite 202 Hilo, Hawaii 96720 Phone: (808) 933-2727 Fax: (866) 887-8885 www.ssfm.com Where a retail or commercial establishment is provided, a public service by offering the use of their private property for waiting passengers including providing attributes such as benches, shelter and lighting, then it was appropriate to use the name of the commercial establishment in association with transit operations. For example, Walmart and K-Mart enjoy free advertising by being mentioned in public timetables, but they have earned that entitlement by allowing the use of their property for transit operations. This is not always the case and retail establishments were not given free advertising if they have not earned that right in some way. Any opportunities for establishments to enter into an “Adopt-A-Stop” agreement were identified. The field observations obtained while conducting site surveys served to validate the content of the table prepared during the previous four steps. SSFM conducted intercept interviews of riders waiting for the bus. Such interaction was encouraged where it provided further knowledge of the local environment as witnessed through the eyes of a transit rider. IV. Comments The next step in the project is to identify those bus stop locations that warrant more than a sign. In anticipation of this task, any driver comments or observations regarding the number of people using a particular bus stop and the physical issues at that location were recorded. For example, some stop locations were positioned to promote the use of crosswalks or safe pull-out areas for the bus and passengers. Prior to boarding any bus for the data collection, discussions with the drivers were initiated.
