NOTE: Because of the Novel Coronavirus (COVID-19) Emergency and State and Federal guidance on large meetings or gatherings and pursuant to the Mayor's Proclamations regarding COVID- 19, Community Development Plan Action Committee meetings will be held online until further notice. Members of the public may watch the Community Development Plan Action Committee meetings live online. Minutes of the Community Development Plan Action Committee meeting will be transcribed and posted on the Planning Department's website. DATE: Thursday, August 12, 2021 TIME: 5:00 pm PLACE: Action Committee Members will participate in this meeting via the Zoom interactive video platform. The public will be able to view and listen to the meeting at: https://www.youtube.com/channel/UCAFoRMb3rfWLQMPd6TAkEGA?view as =subscriber AGENDA CALL TO ORDER ROLL CALL ANNOUNCEMENTS PUBLIC COMMENT ON AGENDA ITEMS: Written testimony may be submitted via email at kona@hawaiicounty.gov or in person at the Hilo or Kona Planning Department up to two (2) days prior to the meeting (see the Notice Section below). In addition, members of the public may provide oral testimony at the meeting on any of the agenda items by calling into the Zoom meeting. With discretion of the Chair of the CDP Action Committee, comments may be made either during the public comment portion of the agenda or during the relevant business item and may be limited to three (3) minutes in length per agenda item. BUSINESS: Emergency Rental Assistance Program: In April 2021, the County launched the federally funded Emergency Rent Assistance Program (ERAP). The program is led by Hawaii Community Lending and administered locally by six non-profit partners: HOPE Services Hawaii, Hawai'i First Federal Credit Union, Neighborhood Place of Puna, Habitat for Humanity Hawaii Island, the Salvation Army and Hawai'i County Economic Opportunity Council. ERAP provides rent or utility payments from March 2020 through December 2021 to households who have been impacted directly or indirectly by the coronavirus pandemic. The program has provided $3M in financial assistance to over 500 households and have funding to support additional household on Hawaii Island. Jeff Gilbreath, Executive Director, Hawai'i Community Lending will share program information and how the Action Committees can help spread the word about the program within their communities. 2. County of Hawai'i Public Access, Open Space & Natural Resources Preservation Commission (PONQ Property Management Technician, Maxine Cutler will provide Action Committee Members with a brief presentation about the Commission and the process through which lands are acquired for preservation. 3. County of Hawai'i Climate Action Plan: Department of Research & Development Sustainable Development Specialist, Michelle Agbigay and Community Resilience Solutions Coordinator, Kendra Obermaier will share a brief overview of the Climate Action Plan. 4. Implementation Updates from Action Committee Members: Puna AC Member Susie Osborne will provide a brief overview of a new project in Nanawale that connects food security, education, and resilience. The theme of resilience and sustainability is reflected in every Hawai'i Island CDP. b. Based on community preparedness initiatives in Hamakua, AC Member Brad Kurokawa will discuss the need for emergency access routes that may include an inventory of public and private road networks in conjunction with bridges, tunnels, and overpasses. The theme of emergency preparedness, connectivity, and transportation networks is reflected in every Hawaii Island CDP. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. A person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony can be submitted via email or hard copy, but hard copies should include an original and nine copies and be submitted no later than 4:30pm two days prior to the hearing date. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961- 8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County Code).
