Re: Statement of Qualifications: Auditing Investigative Services
Dear Ms.Sako:
I am an Attorney on the Big Island. Since July of 2018 I have been self
employed with a variety of assignments. Since 2015 I have been working as a
labor arbitrator selected from a list of Arbitrators appointed by the Hawaii Labor
Relations Board. I have conducted numerous arbitrations between members of
Government Labor Unions and Hawaii Government Employers. I have also been
assigned to perform investigations regarding various employment issues for the
County of Hawaii.
I retired from County of Hawaii service in July of 2014 and was appointed
as a Per Diem District Court Judge, working in all District Court capacities in the
Third Circuit including motions, trials, as well as family court matters. I retired
from this position upon mandatory retirement age.
Prior to the above assignment I worked as a Deputy Corporation Counsel
litigating Civil and Constitutional cases in State and Federal Courts including Land
Use matters. I represented the County of Hawaii in a variety of employment related
matters.
Prior to my work as a Deputy Corporation Counsel, I worked as a Deputy
Prosecuting Attorney litigating numerous Criminal Matters before all State Courts.
Prior to this assignment I was in Private Practice in California where I tried
many jury trials including Capital Litigation. I also worked as a per diem judge in
the Alhambra and Pasadena Municipal Courts.
After graduation from College, I was employed by the State of California
HRD working as an adjudicator in unemployment claims. This assignment
required investigative and fact-finding and ultimately decision making on the
eligibility for benefits. I later was a staff trainer for HRD and supervised an
employment office.
I have represented clients before administrative bodies in State as well as
Federal Proceedings including the EEOC and NLRB. I am familiar with the
conduct of administrative hearings and have conducted many hearings related to
my assignment as a Labor Arbitrator.
I have provided a resume of my qualifications for your review.

Travel Costs: $75.00.00 per hour. Regular coach Airfare, Parking
fees, Auto Rental or Uber fees Daily Room Rental
for Hotel Accommodations, mileage at government
rates for Hawaii Island Travel.
Cancellation: $300.00 if cancelled within 14 days of Hearing
