<br />Testimony tothe Hawaii County Environmental Management <br />Commission <br />August 25, 2021 <br /> <br />Agenda Item 7 (Deferred Correspondence) <br /> <br />Aloha Chair Adams and Commissioners, <br /> <br />I am Sandra Demoruelle in Naalehu. I am alarmed that the Department of <br />Environmental Management Director has “deferred” sharing important information with <br />the Environmental Management Commission at your meetings for at least two months <br />(August and September). How can EMC help if you do not know what is happening? <br />In the meantime, the EPA has sent a notice of noncompliance with the Pahala <br />AOC to Mayor Roth. Isn’t that worth mentioning to you Commissioners? <br /> Perhaps a report from Director Mansour in two months will tell us how much <br />that noncompliance will cost us in penalties? <br />Finally, I would appreciate it if the Commissioners would ask for a simpler <br />explanation of what Director Mansour meant when he said DEM would meet EPA <br />compliance for the Pahala project through “a design-build performance-driven <br />criteria, that is going to be bid out and designed in order to meet the deadline.” <br />(Draft Minutes bottom of Page 16-18) <br /> <br /> <br />Mahalo for your attention to my concerns. <br />Sandra Demoruelle, PO Box 588, Naalehu HI 96772 <br />
