HomeMy WebLinkAbout2021-01-26 Kailua Village Design Commission Minutes KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI'I (MINUTES) Meeting Date: January 26, 2021 Time: 5:15 pm Place: Live Stream Meeting (Online) CALL TO ORDER Commissioners Present: Shaun Roth, Arne Werchick, Michaela Ikeuchi, Riley Smith, Zon Sullenberger, Ann Kern, Bryant Ching and Jasmine Crusat. Planning Department: Rosalind Newlon (Planner), Deanne Bugado (Planner), Terri Napeahi (Planner), Bennett Mark(Program Manager) Applicants/Representatives: A quorum was present. Chairman Roth called the meeting to order. Chairman Roth stated that based on the Mayor's proclamation regarding COVID-19, these meetings will be online until further notice. This is to prevent the spread of COVID-19 and to also maintain social distancing. Normally commissioners introduce themselves, however since the meeting was online Chairman Roth read the names as they appeared from a list of those present on the Cisco Webex monitor. APPROVAL OF MINUTES Minutes of the meetings December 8, 2020 Chairman Roth—Minutes for December 8, 2020, will be deferred until the next KVDC meeting. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS Chairman Roth asked if there were any Public Testimony to be presented and Rosalind Newlon (Staff) answered none. No statements from the Public. OLD BUSINESS 1. The applicant, Steven S. C. Lim of Carlsmith Ball LLP,is requesting design review of perimeter security fencing for the Niumalu Marketplace. The proposed security fencing consists of; 1) 48-inch-tall chain link fencing with black vinyl coating in areas atop the CRM wall facing Queen Kaahumanu Highway; 2) 48-inch-tall aluminum picket fencing with black powder coating atop an adjoining section of CRM wall facing Queen Kaahumanu Highway and 3) a third section, 48-inch-tall aluminum picket fencing with black powder coating atop a CRM wall facing Henry Street. The client is proposing to install security fencing to minimize fall risks due to the severe grade changes in the mauka area of the development. The Niumalu Marketplace was last reviewed before the KVDC on September 17, 2019, for the addition of the Retail Convenience Store and Adjacent Fuel Canopy and related parking and landscaping. 1 Ms. Newlon gave a Power Point presentation of the application. She described the proposed project with the County zoning map, TMK map, site photographs, and plan drawings. Photos showed the project location to be near Henry Street and Queen Ka'ahumanu Hwy. The first photo showed a portion of the parcel near the Safeway building and the height of the grade change. Also showing a CRM wall, that the proposed black powdered coated fence will be constructed atop. Another photo showed a graded slope alongside Henry Street, with landscaping that was just installed. A CRM wall sits atop of the slope and fencing will be built on top. Chairman Roth asked for clarification on the plans distributed, showing two security fenced locations. At the previous KVDC meeting there were conditions for the applicant to install a security fence along buildings 13 & 15, and in the photos presented it looked completed. Avery Matro of Carlsmith Ball LLP, wanted to clarify two things; 1) the applicant was intending to put fencing on the makai portion, points 22 & 23. The actual appearance of the chain link fences, won't be the typical chain link fence, but the wrought- iron appearance. 2) The landowner confirmed that all the fences will be that black finish, including the makai portion that was previously indicated to be aluminum. Jason Knable of Carlsmith Ball clarifies the height of fencing for the project. The fencing on the Queen Ka'ahumanu side of parcel will be (4) feet on top of the CRM wall and at least(15) feet of landscaping buffer. The CRM wall on the mauka side is at least(1)to (2) feet high with a(4) feet black powdered coated fence. Chairman Roth noted that it appears that the aluminum fencing is only in segment(1). Commissioner Ikeuchi mentioned the importance of having security fencing for the safety of anyone walking up the road, and consistent with the KVDC Master Plan, maintaining a pedestrian focus. Ikeuchi also mentioned that the purpose for landscaping was to hide the view of the fence, however also allowing visibility of the ocean. Jason assured Commissioners that visibility of the ocean will be available. He confirmed that the landscaping was to buffer the center of the black powdered coated fence, but the picket will provide a view of the ocean. There were no further discussions and therefore Chairman Roth asked for a motion to be made. Commissioner Smith moved to accept the application as submitted and Commissioner Sullenberger seconded the motion. There were no discussions on the motion and a vote was taken. Commissioner's Ching (aye), Crusat(aye), Ikeuchi (aye), Kern (aye), Smith(aye), Sullenberger (aye) and Werchick(aye). Majority vote and the motion was adopted. 2. The applicant, Neil Johnson of Johnson Construction, Inc. is requesting design review of a one-story duplex, consisting of two bedrooms and 2 bathrooms each, with attached one-car garages and two additional parking spaces, to be located on Lamaokaola Street in the Lower Kona Subdivision. Landowner: Lamaokaola Street Realty LLC TMK: (3) 7-5-022:125 Location: 75-5726 Lamaokaola Street, Kailua-Kona, Hawaii 2 Ms. Newlon gave a Power Point presentation of the 2nd application. She described the proposed project with the County zoning map, TMK map, site photographs, and plan drawings. The site plan included 4 parking spaces and landscaping in compliance with County of Hawaii Rule 17. Although the County of Hawaii Rule 17 is not required for County Zoning (RD), the Commissioners were appreciative that the owner made the effort to be compliant. The applicant mentioned that they tried their best to do an appealing presentation with the landscaping and rock walls, especially around the curve to buffer the entrance. Chairman Roth pointed out that even though it was not mentioned in the Power Point presentation, the plans did indicate the colors of the one-story duplex. The roof is black Timberland shingles, the siding is like a board and batt, light safety green and windows and trim are Navajo white. Commissioner Smith pointed out that the street name on the application of where the project is located, may have been misspelled. It was later corrected to be "Lamaokeola." Chairman Roth opened the discussion saying that housing is desperately needed especially closer to town and thought that the project was reasonable. Commissioner Smith agreed and mentioned that there should be more high-density housing in Kailua Village and appreciate developers, landowners taking pride of their homes by landscaping and building rock walls. A motion was made to accept the application as submitted by Commissioner Werchick and seconded by Commissioner Kern. Chairman Roth moved the motion to a vote. Commissioner's Ching (aye), Crusat(aye), Ikeuchi (aye), Kern who seconded the motion (aye), Smith(aye), Sullenberger(aye) and Werchick maker of motion (aye). It was a Unanimous vote and the motion was adopted. ADMINISTRATIVE MATTERS No administrative matters, next meeting tentatively scheduled for Feb 23, 2021. ANNOUNCEMENTS No further announcements.
