Pahala Large Capacity Cesspools (LCC)
Dear Mr. Shareem and Ms. Rao:
The County of Hawai'i (County) is submitting the design drawings for the Pahala LCC
Wastewater Treatment Plant (WWTP) that consists of the site improvement, headworks,
grit removal system and tailored for a Secondary Wastewater Treatment process
Design/Build solicitation. We have prepared an explanation as to why the County has
decided to proceed under a Design/Build procurement for the construction portion of the
secondary wastewater treatment (WWTP) (see Attachment A).
The County considers the Design/Build construction alternative to give us the best chance
to meet the AOC LCC closure deadline of March 9, 2023.
