CALL TO ORDER • The meeting was called to order by the Chair, Mihaela Ryer, at 9:37am via Zoom. II. APPROVAL OF AGENDA • Farrah -Marie motioned to approve the Agenda, Kahea seconded the motion. • Committee approved motion. IV. APPROVAL OF MINUTES • Kahea motioned to approve Minutes from August meeting; Farrah -Marie seconded the motion, with edits to be provided to all members of committee by next meeting. • Committee approved motion. ACTION ITEM: Shana to edit August meeting minutes for final submission to committee for approval by October 20 HCSW meeting, uploading to County/YWCAwebsites. V. TREASURER'S REPORT • Andrew reported no expenditures for the new FY 2020-21. • Shana motioned to approve the report; Farrah seconded the motion w/comment. • Farrah asked for clarity as to how the budget report is to be approved with no hard copy available to the committee to vote on. • Dakota said a verbal report is ok to present to the committee for approval. MOTION: Farrah -Marie motioned, Kahea seconded, and Committee approved Treasurer's Report presented verbally by Andrew. ACTION ITEM: Mihaela to follow up with Allen, Andrew, and possibly the County Finance office to resolve these budget and procurement issues moving forward. VI. STATEMENTS FROM THE PUBLIC • Shana asked about the specific protocol and avenues for the public to provide statements to the committee. • Farrah said statements from the public normally flow through the Prosecuting Attorney's emails and/or referrals. • Dakota said there is nothing specifically in the bylaws that explain this process, and that it is something to address if we see the need to do so in the future. VII. CORRESPONDENCE • Shana shared that thank you letters went out to all the agencies and county/state leaders that attended the Human Trafficking Awareness Day event on July 30, 2021. • Kahea thanked everyone for participating and for the thank you letters that were sent out on August 30 on behalf of the committee. • Farrah asked for the list of thank you letters/participants to be provided to the committee with a rationale as to how the list was generated; Kahea explained that participants came from groups that already advocate for HT victims. 2 u ire IH W iii' MIITCHELL D'. Fax (8,08) 9 1- 908 (Correspondence Continued): ACTION ITEM: Mihaela to provide a list of participants/letters to the committee by Oct. meeting. Vill. REPORTS A. HSCSW liaison report • Cyd thanked the committee for the thank you letters to Bay Clinic for participation in the HCSW HT sign waving event; thanked committee for the invitation. • Cyd said the HSCSW wants COVID 19 effects on women to be included in HSCW Women's Report. • Mihaela to address this in Old Business portion of the meeting. B. Family Violence Interagency Committee (FVIC) • Mihaela attended Sept 13 meeting. • FVIC gearing up for Oct 1, 2021 DV Vigil (virtual event). • Requests to send videos/photos relating to domestic violence victims/survivors to: m C. MMNHWG Task Force • Mihaela attended August 19 meeting per invitation to all CSW county Chairs. • Task force includes all county CSWs, the HSCSW, law enforcement representatives, OHA representatives, and other relevant agencies. • Khara Jabola-Carolus, from the state HSCSW, is the Chair of the Task Force; Lisa from the Office of Hawaiian Affairs, is the Vice Chair of the Task Force. • Next meeting: October 28. ACTION ITEM: All HCSW members are requested to research and provide to the Chair, Mihaela, a list of all data in Hawaii county regarding Missing and Murdered Native Hawaiian Women and Girls for presentation to the Task Force. Deadline: October 1. IX. OLD BUSINESS A. Communications: Brochure, Family Services Directory, Social Media • Mihaela said the Family Services Directory still needs funding for paper. • Farrah -Marie said that two reams of 11 x17 pastel paper were ordered, but still not paid for; she says they were approved for purchase at the April 2021 meeting; suggests this is a procurement issue; asks for follow up. • Mihaela said this purchase was addressed at last meeting with Prosecutor. • Brooke did not attend today's meeting, therefore no report on social media. 3 u ire IH W iii' MIITCHELL D. Fax (8,08) 9 1- 90 (Communications Continued): MOTION / ACTION ITEM: Farrah -Marie motioned, Kahea seconded, and Committee approved: Mihaela to meet with Andrew, Prosecutor's Office, and County Finance to resolve the delay, procurement, and distribution of approved committee funds to cover various expenses such as Family Service Directory, Ma'i Movement Kits, and Teen Dating Violence Cards. Deadline: September 24. B. Outreach: Teen Dating Violence, Real Women Essay, Ma'i Movement • Shana presented a draft proposal to the committee. • "Year of the Mother 2022: Malama Makuahine" is created in support of mothers in Hawaii County and will include yearlong events, speakers, roundtables; all events to follow COVID 19 protocols as required. • Farrah -Marie suggested submitting funding for both fiscal years since it will be a yearlong event; suggested honorariums for speakers could be included in a budget; suggested stickers and other logo items as a form of thank you and memorabilia for event participants. • Andrew suggested a physical photo calendar be created for the event. • Mihaela and Shana offered to create a calendar; both also suggested using social media for presentations such as FB live and YouTube. • Shana requested the Research Subcommittee to help with data/stats. • Mihaela suggested a formal proposal from the Outreach Subcommittee to the Research Subcommittee for the data/stats; suggests Linda Martin can help. • Ma'i Movement: Farrah -Marie shared that the last email from Allen was on June 4; she said Allen is awaiting approval for Ma'i Kits; says Allen is waiting for the County Finance office to find a waiver in the county code to allow for certain purchases. MOTION: Mihaela motioned, Farrah -Marie seconded, and Committee approved: Outreach Subcommittee Draft Proposal for "Year of the Mother 2022: Malama Makuahine" for final approval at October 20, 2021 meeting. ACTION ITEMS: ❖ The Outreach Subcommittee will finalize and submit a final proposal to the committee at the October 20 meeting for final approval/budget requests. 44- Mihaela will follow up with Allen regarding Ma'i Kit and other committee funding. C. Research: Status of Women Report, Equal Pay • On September 7, Mihaela presented the HCSW Women's Report to the County Committee on Health and Human Services; she said it was a "good experience" and sees possible future collaborations with Zonta/UH Hilo, etc. 12 lkoounIHawail MITCH LL D. Fax (8,08) 961-8908 (Research Continued): • Council requests HCSW be in charge of all pay equity issues; requests HCSW to research and identify all Pandemic Relief funds given out to agencies and how much were allocated on behalf of women in Hawaii County; include most current Census data into reports; data requested for pay equity by profession; Councilmembers Kierkiewicz and Kimball to assist. • Mihaela suggests future roundtables to discuss these issues. • Farrah -Marie suggests that UH Hilo Women's Center can host roundtables on social media and provide flyers if needed. • Mihaela shared the mission of the Research Subcommittee as: 1) Update HCSW data; 2) Track data for Hawaii County Council. D. Legislative & Advocacy: Human Trafficking, Equal Pay • Report tabled until next meeting in October. X. ANNOUNCEMENTS None. XI.
