Based on the Mayor’s Proclamation regarding COVID-19, this meeting will be online. This is to
prevent the spread of COVID-19 and to maintain social distancing. The public may attend either

STATEMENTS FROM THE PUBLIC: Anyone wishing to provide written testimony on an
agenda item may do so by submitting it in writing or by fax. To ensure timely delivery to
commissioners prior to the meeting, written testimony must be submitted before 12:00 noon on
the business day prior to the meeting by (1) email to peter.sur@hawaiicounty.gov or (2)
facsimiles to 961-8086. When submitting written testimony, please specify for which agenda
item it is being submitted. All written testimony will be part of the permanent record.

a. Status report and motions for action on 2021 EMC Priorities – Each lead
commissioner to provide brief report on assigned priorities (priorities are listed in the
May 2021 meeting minutes) and make motions as applicable.
b. Status report on action items from previous meeting.

i. Letter to Mayor, Council, and DEM regarding recommendations for water

reuse and recycling at Kealakehe Wastewater Treatment Plant.

ii. Review solid waste funding options paper.
c. The Commission may establish a permitted interaction group, pursuant to the
procedures established in Hawai‘i Revised Statutes §92-2.5(b)(1), to investigate and
make recommendations related to its responsibility to advise DEM and the Council
on waste reduction. The scope of this group’s investigation may include economic
and legislative barriers to collection and processing by private recyclers for wastes
currently recycled by the County, and other items such as electronic waste, alkaline
batteries, photovoltaic panels, plastics, and other recyclables.

a. 2022 EMC meeting schedule

b. Comment on potential amendments to DEM’s Rules of Practice and Procedure

i. Rule No. 9-17, relating to trailers prohibited at transfer stations.
ii. Reinstatement of residential tipping fee credits (formerly HCC Section 20-46(c))
that were repealed by the current administrative rules and Section 10 of Ordinance
5
No. 2020-86.
iii. Other rules that EMC may recommend for revision.
c. Discussion on the October 19, 2021, presentation to the County Council regarding the

Wastewater Division.

hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public
