Based on the Mayor's Proclamation regarding COVID-19, these meetings will be online until further notice. This is to prevent the spread of COVID-19 and to maintain social distancing. Written testimony can be submitted via email to planning(d),hawaiicounty.gov no later than 4:30 p.m. on November 5, 2021, or by mail or at the Hilo or Kona Planning Departments no later than 4:30 p.m. on November 3, 2021 (See Submitting Testimony below). CALL TO ORDER APPROVAL OF MINUTES Minutes of the Meeting of October 26, 2021 STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS NEW BUSINESS 1. PL-KVD-2021-000004: The applicant, Mr. Bill McCowatt, agent for Martini Holdings, LLC, is proposing several exterior improvements for the Kona Brewery and two adjacent parcels with same ownership, to accommodate boutique manufacturing and to continue the HawaiY County is an Equal Opportunity Provider and Employer renovation trend. The exterior improvements include wall murals; concrete walkways; outside dining area; tiki torches; new storefront facing courtyard; new building and awning colors; bike racks; new propane tanks; raised courtyard on Pawai Place side; parking lot line adjustment on Kuakini Highway side; and reference to future signs. PL-KVD-2021-000006: The applicant, Mr. Ali Ghalamfarsa, architect for Kona Opportunity Properties LLC, is proposing several exterior improvements for a residential multi-family 16-unit apartment building, located on Alahou Street in the Lono Kona Subdivision, built in 1972. The proposed exterior improvements include new standing seam metal roof, replace doors and windows; replace staircase and railings; and new landscaping. (The application includes proposed interior improvements, such as remodel kitchens and bathrooms, add washer/dryer to each unit, and new electrical and plumbing, which are not covered by the Commission review.) Applicant: Ali Ghalamfarsa Landowner: Kona Opportunity Properties LLC TMK: (3) 7-5-022:060 Location: 75-5730 Alahou Street, Kailua-Kona, HI 96740 ADMINISTRATIVE MATTERS ANNOUNCEMENTS Next meeting tentatively scheduled for November 23, 2021. ADJOURNMENT Submitting Testimony: Due to the current requirement for online meetings for the Kailua Village Design Commission due to the COVID-19 Pandemic, the Planning Department is requesting the following: That a person desiring to submit written testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or as a representative of an organization or individual. If testimony is being submitted on behalf of an organization, documentation showing membership ratification should accompany the testimony. Public testimony submitted by mail, should be mailed to the Kailua Village Design Commission at the Planning Department office addresses in Hilo and Kona listed below. Mailed testimony should be received no later than November 3, 2021. Public testimony that is submitted by email to planning@hawaiicounty.gov, should be received no later than 4:30 p.m. on November 5, 2021. Notice: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3 (a) (6), Hawaii County Code.} Copies of the applications are on file and open to inspection during office hours at the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawaii 96720 and at the Kona office of the Planning Department, West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawaii 96740. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations.
