I.CALL TO ORDER:
On July 26, 2021, the special session, virtual meeting of the Public Access, Open
Space, and Natural Resources Preservation Commission (PONC) was called to
order at 9:03a.m. by CHR. FRANK. The CHR. read an opening statement con-
cerning public testimonies and the reason for virtual meetings due to the Mayor's
Proclamation regarding COVID-19, gathering restrictions, and the need to main-
tain social distancing.

Chr.Frank acknowledgedthe public testimonies received, accepted, and filed.
There being no further discussion, he moved to the next item on the agenda,

III. CORPORATION COUNSEL REPORT:
Ms. Mellon-Lacey rendered an opinion to the commission regarding a request to
withdraw a nomination which was submitted to PONC.
IV. UNFINISHED BUSINESS:
1. Commission to discuss, review, and accept the 2021 Prioritized List for their
Annual Report to the Mayor. After great discussion, the list was approved by
vote.
MOTION: Mr. Warshauer moved to accept the 2021 Prioritized List with 16
Suggestions that have met the threshold. The motion was seconded by Ms.
Ward. After discussion and review, a few of the commissioners wished to up-
date their scores.
Chr. Frank calls for a 15-minute break for secretary to calculate the scores
and calls the meeting back to order thereafter.
MOTION TO AMEND: Ms. Ward moved to amend the original motion with 17
Suggestions that have met the threshold. The motion was seconded by Ms.
Meheula. There being no further business discussions, Chr. Frank calls for a
vote. All members present voted aye; amended motion passed.
Chr. Frank directs the commission to item #2 under unfinished business to
make Annual Summary assignments.
2. Each member of the Commission discussed and selected from the approved
2021 Prioritized List which ranking nomination for which they will be doing the
summaries for the 2021 Annual Report to the Mayor. Thesummaries are due
on August 20, 2021, by 4:30 p.m.
Item discussed, but not on the agenda was the Mayor Roth’s request to take the
past prioritized list of properties with resolutions and present findings in a report.
With direction from Mr. Ventura, it was agreed to put this on the September
meeting’s agenda.
V. ANNOUNCEMENTS
1. The next virtual regular meeting scheduled for September 13, 2021, from 9:00
a.m. to 3:00 p.m.
2. Commission suggested the for the following to be on the agenda:

a.2022 Stewardship Grant Applications. Commission to discussand review
these applications. The commission directs the secretary to invite the ap-
plicants to beavailable to answer questions.
b.Discuss formation of permitted interaction group addressing Mayor Roth’s
request on the Past Prioritized Lists with Resolutions Report.
c.Review the Commission’s request to post the past Ad Hoc Site Visit Re-
port on a public site.
VI. ADJOURNMENT
There being no further agenda items, Ms. Kanealii moved to adjourn the meeting.
The motion was seconded by Ms. Ward. Chr. Frank adjourns the meeting at
11:36 a.m.
