KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE oz
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Kona Action
Committee in in accordance with the provisions of Section 92-7, Hawaii Revised Statutes. ;Q
NOTE: Because of the Coronavirus (COVID-19) Emergency and State and Federal guidance on
large meetings or gatherings and pursuant to the Mayor's Proclamations regarding COVID-19,
Community Development Plan (CDP)Action Committee meetings will be held online until
further notice. Members of the public may watch the Community Development Plan Action
Committee meetings ive or request access to join the meeting by contacting
c_dp@hawaiicounty.gov.
DATE: Wednesday, November 10, 2021
TIME: 5:00 P.M.
PLACE: Kona Action Committee Members will participate in this meeting via the Zoom
interactive video platform. Members of the public may also attend via Zoom or
watch the live stream on the Planning Department's YouTube channel.

• General Plan Update:The Administration has been working to launch and implement
the new Electronic Processing & Information Center(EPIC) permit system. Now that
EPIC is up and running, more time will shift to the priority of reviewing and evaluating
the General Plan Comprehensive Review.This will include an updated timeline,
additional public input, and an outline of the adoption process. We will update our
website when new information is available, so please sign up for our GP mailing list to
be notified.
PUBLIC COMMENT ON AGENDA ITEMS: Written testimony may be submitted via email at
cdp@hawaiicounty.gov or in person at the Hilo or Kona Planning Department, up to two (2)
business days prior(November 8, 2021) to the meeting (see the Notice Section below). In
addition, members of the public may provide oral testimony at the meeting on any of the
agenda items.To register for access to the Zoom meeting please email cdp@hawaiicounty.gov.
With discretion of the Chair of the CDP Action Committee, comments may be made either
during the public comment portion of the agenda or just prior to the relevant business item and
may be limited to three (3) minutes in length per agenda item.
APPROVAL OF THE MINUTES:The Action Committee will consider the draft minutes for the
September 9, 2021 meeting.
BUSINESS:
1. Kona Open Space Network(KOSN) Update: Long Range Planner, Natasha Soriano will
provide the Action Committee with an update on the scope, key activities, dates, and
next steps relative to the KOSN contract.
2. 2018 Action Committee Priorities: Chair Charles Young will review the list of Kona CDP
Action Committee priorities put forth in 2018. AC Members will discuss progress made
towards implementation of the 2018 priorities and identify areas where specific issues
exist.
3. Implementation Updates from Action Committee Members: Members of the Action
Committee will provide updates on their work relative to CDP Implementation.The
Action Committee may consider establishing investigatory subcommittees relative to
specific initiatives that advance CDP implementation.Topics may include but are not
limited to:
• Affordable Housing
• Flood Mitigation and Erosion Control
4. Review Current Action Committee Member Terms and Ideate Around 2022 AC
Proceedings:Action Committee members and Planning Staff will discuss and codesign
strategies for engagement in 2022.The discussion may include AC member terms and
meeting logistics. Communication 2021-13 outlines tentative AC meeting dates for
2022.
AGENDA FOR NEXT MEETING:Agenda item suggestions from the Action Committee and
Planning Staff for the Joint Action Committee meeting on January 19, 2022 and the Kona
Community Development Plan Action Committee meeting on February 10, 2022.

NOTICE:The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items.A person desiring to submit oral or written
testimony shall indicate their name and whether the testimony is on their behalf or as a
representative of an organization or individual.Written testimony can be submitted via email
or hard copy. Hard copies should include an original and nine copies and be submitted no later
than 4:30pm two days prior to the hearing date.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-
8288 as soon as possible, but no later than five working days prior to the meeting date, to
arrange for accommodations. "Other reasonable modification" refers to communication
methods or devices for people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of
becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in any
month or$275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
(Article 15, Section 2-91.3(a)(6), Hawai'i County Code). Registration forms and expenditure
report documents are available at the Office of the County Clerk-Council, 25 Aupuni Street,
Hilo, Hawai'i 96720.
