Rather than a map, I am submitting below a description of possible new boundaries for District
1. As per Commissioner Bath's request, I am including a brief summary of the District 1
community and issues with redrawing the boundaries.
District 1 Current: Population 20,889 Deviation -6.04
District 1 is largely agricultural, where sugar plantations dominated for more
than a century and created a unique culture. According to the Hamakau
CDP, residents want to keep it in ag, without breaking up parcels zoned ag.
The Plan calls for urban growth to be around Honoka'a where there is
already urban density. Hamakua feels itself to be neglected without needed
upgrades to recreational facilities, roads and bridges. District 1 can only
grow in two directions since there is ocean to the east and reserves to the
west.
Growing South into Hilo therefore doesn't make a lot of sense. Instead of
moving the boundary from the Wainaku River to Wainuenue, perhaps the
southern boundary should be the Honoli'i stream. That would allow more
expansion northward into Waimea, which shares the ranching history of
Honoka'a and the rural character of Hamakua.

How much of Waimea should go into District 1? The CBs are, as
everywhere, weirdly shaped, and it was hard to find the appropriate
population numbers. In this version, I took most of Waimea including its
center. That may be TOO much, since we also don't want Waimea to
dominate the rest of the District.
By moving District 1 northward, it gives the other Hilo Districts and Puna a
bit of wiggle room? But my map of District 1 makes District 9 much too
small (under 19,000) and I don't know where they should move. I do not
have experience with the communities of interest in those other parts of the
island.
District 1 Proposal: Population 22,135 Deviation -0.44
Begin at intersection of Hawaii shoreline and Honoli'i stream
Change:
1) Westerly along the stream until it ends at a jeep trail
2) Southerly along trail to South -North Hilo District boundary
Same as current:
3) Southerly along boundary to Nukupahu Gulch
4) Westerly along said Gulch to Waipahoehoe Gulch
5) Northwesterly along said gulch to Kahinahina Trail
6) Northerly along said trail to Kaaliali Trail
7) Northerly along said trail to Mauna Kea Forest Reserve boundary
8) Westerly along said boundary to jeep trail
9) Northwesterly along said trail to Keanakolu Road (unpaved)
10) Northerly along said road to Mana Road (Keanakolu becomes Mana)
Change:
11) Westerly then northerly along Mana Road to Kahilu Road
12) Westerly on Kahilu to Pualahilani Alanui St
13) Southerly (a jog to take in CB with residences) on Pualahilani to
Ainahua Alanui
14) Ainahua Alanui to its end and intersection with Hiiaka St.
15) Westerly on Hiiaka to Kamamalu Road
16) Northerly on Kamamalu to Lanimaumau stream
17) Follow stream Easterly to Pukalani Rd

26) Northerly along the boundary of the Kohala Forest Reserve and its
Pololu section until it meets the shoreline
