Minutes
Meeting Date: October 19, 2021
Time: 6:00-8:00 p.m.
Place: Mayor’s Hilo Office
1. CALL TO ORDER/ROLL CALL:
Meeting was called at 6:00 p.m.to order by Chair A. Antonio.
District 1 - Stanley Mendes, present - in person
District 2 - Kean Umeda, present – excused
District 3 – Rhon Leomana Turalde, via Zoom
District 4 – Brian Ley, present – via Zoom
District 5 - Abraham Antonio, present – in person
District 6 - Grayson Hashida, present – via Zoom
District 7 - Vacant
District 8 – Cortney Okumura, via Zoom
District 9 - George Donev, present – via Zoomed
Quorum Established (at least 5). One excused.
STAFF: Dalilah Schlueter, Attorney, Corporation Counsel – via Zoom
Pomai Bartolome, Executive Assistant to Mayor Roth – in person

2. APPROVAL OF MINUTES:
Action: S. Mendes motioned to approve the September 21, 2021 minutes. Seconded by C.
Okumura. Motion passed unanimously.
3. FINANCIAL REPORT:
Action: S. Mendes motioned to approve the financial report. Seconded by B. Ley. Motion
passed unanimously.
4. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:

Chair Abraham Antonio, welcomes anyone that may want to say something regarding an
agenda item may do so anytime throughout the meeting.
5. PRESENTATIONS:
a. Dr. Melissa Price, Assistant Professor, Department of Natural Resources and
Environmental Management College of Tropical Agriculture & Human Resources,
University of Hawai‘i at Mānoa, will share her expertise on the subject of game
resources.
Chair Antonio thanked Dr. Price for her presentation.

b. Ian Cole, DOFAW East Hawaii Wild Life Biologist will explain Act 90, a 2022 Legislative
Bill.
Chair Antonio asked to amend the agenda to say that Ian Cole’s presentation is strictly
educational. He will briefly share what Act 90 is about.
Action: B. Ley motioned to amend the agenda to a brief presentation of what Act 90 is.
Seconded by C. Okumura. Motion passed unanimously.
Chair Antonio welcomed Ian Cole and thanked him for joining the group tonight.
Ian Cole shared that in 2003, Act 90 which was passed by the Hawai’i Legislature,
directed the transfer of state-owned agricultural leases under DLNR to the Hawai’i
Department of Agriculture. The goal was to provide farmers and ranchers with the
security that their leases would support continued agricultural production.
There might be an opportunity for DOFAW to secure additional hunting where
appropriate on Ag leases whether they are DLNR or DOA.
6. OLD BUSINESS:
a. Action Item: Review and approve draft letter requesting the County Planning
Department to pursue the development of the Kaupakuea public access into the Hilo
Forest Reserve.

Action: C. Okumura motioned to amend draft letter by changing the wording in the third
paragraph from “hunter” to “all gatherers.” Seconded by L. Turalde. Motion passed
unanimously.
Action: B. Ley motioned to move the letter forward to the County of Hawai’i Planning
Department, to pursue the development of the Kaupakuea public access into the Hilo
Forest Reserve. Seconded by L. Turalde. Motion passed unanimously.

Chair Antonio shared that DLNR ADA Coordinator may speak at the next meeting regarding
disabled hunter challenges and opportunities.
9. COMMISSIONER REPORT BY DISTRICT:
(Reports was not captured in taping).
10. COMMITTEE REPORTS:
Legislative Committee: G. Hashida reported that the new legislature session will start in
January and that the committee will bring forth bills that we recommend that GMAC support
and we will track bills we want to oppose and lastly bills related to fire prevention that
others are bringing forth.
11. ADJOURNMENT:
Action: S. Mendes moved to adjourn. Seconded by B. Ley. Motion passed unanimously.
