Please share attached with EMC. An AOC (administrative order of consent) from EPA
mandates this program for Hawaii County. Establishing the program requires the expertise of a
consulting contract, not something that can be done in-house. Once established, it requires
staffing for compliance monitoring. Again, not something existing employees are trained for
and these skilled positions require better salaries to attract qualified candidates.
DEM really is in a crisis and the EMC needs to hear how the Administration is going to stepup
and meet the challenges. Provide the funding. Even the process of HR creating newpositions
takes time and a team approach is needed.
Director Mansour has properly informed the Council, but the EMC needs to hear from Mayor
Roth and Lee Lord on how they will put together an emergency response. Director Mansour
needs your support now more than ever.
