Pursuant to the Governor's most recent proclamation, in
order to minimize physical contact, maximize social
distancing, and help prevent the spread of COVID-19,
this meeting will not be open to the public
for in-person attendance.
This session will be held by interactive video conference
through the Zoom platform.
Public Viewing
The public may observe the meeting by viewing a livestream on the Commission's YouTube
channel at: hiips://www.youtube.com/channel/IJCYzBy9MDfzQXm2ygg2sklag.
Note: if technical difficulties disrupt the livestream, the meeting may continue.
Providing Oral Testimony:
The public may provide oral testimony to commissioners via videoconference through Zoom.
To request access, email redistrictingcommission@hawaiicounly.gov or call 808-961-8020 no
later than 12 noon, Monday, November 22,2021. If you record a voicemail, please indicate an
email address. When a request is received, Commission staff will provide information on how to
access the meeting through Zoom, along with brief instructions.
Written Testimony:
For best ensuring timely delivery to commissioners prior to the meeting, written testimony
should be submitted before 12 noon, Thursday, November 22,2021 by: (1) email to
redistrictingcommission@hawaiicoun ov, 2) facsimile to (808) 961-8673, or(3) mail to
Redistricting Commission, Office of the County Clerk, 25 Aupuni Street, Suite 1402, Hilo,
Hawai`i 96720. All written testimony, regardless of time of receipt, will be part of the permanent
record.

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
(Testimony will be taken only on agenda items and will be limited for a length of time determined at
the discretion of the Chairperson, not to be less than three minutes per item.)
UNFINISHED BUSINESS
1. Discussion on potential district changes, adjustments, and rationale regarding the
Commission draft plan and report
Requested by Commissioner Bath, commissioners may discuss, share, and exchange
their thoughts and views about their respective and adjacent districts. The
Commission continues to develop a draft redistricting map plan for the public to
consider before concluding on a final plan. During this portion of the session,
Commissioners may engage in dialogue to identify guiding principles or concepts
when considering any proposed changes to council district maps, individually present
an overview of their districts, and identify key considerations, issues, and approaches
relating to redistricting. (This agenda item is carried over from the November 12,
2021 —7t' session.)
2. Alternate Plans
The Commission may review, discuss, and consider any alternate redistricting plans
received from the public pursuant to Hawaii County Code Chapter 36, Article 5.

3. Draft Plans
The Commission may review, discuss, and consider any redistricting plans submitted
by Commissioners and work to develop or decide on its Draft Plan. Plans proposed

(During the November 12, 2021 —7t' session, the Commission approved the
following two proposed plans as its working drafts:
Bronsten Kossow 12—labeled"1_111221"
James Hustace 9—labeled"2_111221"
The Commission may highlight, focus and work off of these two proposals as it
continues to develop its Draft Plan.)

NEW BUSINESS
1. Discussion of public hearings following selection of draft plan
Pursuant to Section 3-17(e) of the Hawaii County Charter, the Commission shall
hold at least one public hearing in east Hawaii and one in west Hawaii. The
Commission previously adopted a timeline that projected tentative dates of the
hearings for December 14 and 16, 2021. The Commission may discuss plans for these
hearings, including but not limited to, establishing the dates, times, locations,
logistics, advertising, and outreach efforts.
REPORTS
Update on Commission budget
The Commission may receive an update on its budget from support staff, address any
questions, and explore options for use of funds.
ANNOUNCEMENTS
The next regular meeting of the Commission is scheduled for Thursday, December 9, 2021 at
9:30 a.m.
