JULY 14, 2021
I. BUDGET
1) FY 2020-2021 - County Budget:
a) We have closed out our fiscal year budget cycle. Total spending
through June 30st is at 86.06% with 100% of the fiscal year
completed. Final S&W for June is forwarded to July 1st and posted
to the 21-22 FY budget.
b) Salaries and Wages closed at 89.89% Fire and 83.46% EMS
c) OCE expenditures closed at 96.81% in Fire, and 97.22% in EMS,
remaining funding has been spent, and old financial encumbrances
have been cleared to current fiscal year.
2) State Funded Budget Items:
a) State funding for lifeguards has been approved for both Kua Bay
and H puna. Budget lacks OCE funding but covers full salaries and
wages.
b) EMS reimbursements for FY19-20 completed.
c) EMS reimbursements for FY 20-21 current to January for
reimbursements. Remainder of the year is in progress and should
be submitted by July 31st.
II. ALTERNATIVE FUNDING AND GRANTS
1) SAFER Grant – Grant submitted for six (6) Captain Positions and three (3)
FF positions. No updates.
2) National Forest Service Grant (50/50 matching for $50,000).
a) Submitted for reimbursement for FY18-19 (Received).
b) Submitted for reimbursement for FY19-20 (Pending).
c) Submitted for reimbursement for FY20-21 (Pending).
d) Working on application for FY 21-22 (Completed and Submitted).
3) FEMA AFG for Covid-19 – grant period extended another year. No
Updates.
4) FEMA AFG for 2021 has been completed and submitted we have
submitted for extractors for all of our fire stations. No updates.
5) Grant from State of Hawai’i, Department of Health Alcohol and Drug
Abuse Division. Stacy Domingo has arranged training.

III. HUMAN RESOURCES
Recruitment
1. Internal Recruitment within Department:
a) Fire Captain (Emergency Operations) – Pending scheduling
of interview/assessment center.
b) Fire Equipment Operator – 21 candidates passed the written
exam. Pending interview/assessment center.
c) Fire Prevention Inspector I – Pending scheduling of
interview/assessment center.
d) Fire Rescue Specialist – 16 candidates referred to
participate in the Physical Assessment Exercise. PAE to be
announced.
e) Fire/Hazardous Materials Specialist – Assessment center
completed. Two (2) promotions effective August 1, 2021.
f) Fire Radio Dispatcher III – Assessment Center scheduled for
July 20, 2021.
g) Human Resources Assistant – One applicant. Pending
interview.
2. Internal Recruitment within the County:
a) Accountant I – Two (2) positions. One (1) intra-departmental
temporary transfer and one (1) temporary intra-departmental
promotion effective July 16, 2021.
3. Open-Competitive Recruitment:
a) Deputy Fire Chief – Selected Eric Moller effective July 1,
2021.
b) Fire Fighter Recruit – 18 FFR candidates were given
conditional offers. Five (5) FFR candidates are alternates.
Pre-employment medical screening appointments scheduled
for July 6-14, 2021.
c) Fire Radio Dispatcher I – 19 applicants scheduled for
practical assessment on July 12-13, 2021. Interviews will be
scheduled upon successful completion of assessment.

BATTALION 1, East Hawai i
1. Apparatus updates:
a) Rosenbauer build (BT-17), final inspection completed. Anticipated
arrival date is July 14, 2021.
2. Working with Council Member Ashley Kierkiewicz and the Planning
Department to purchase a new SCBA filling compressor, tow vehicle and
spare tanks with PGV funds.
Incidents
1. June 3, Inc #10827; Fire: Papa aloa, District 17, Brush Fire, approx. one (1)
acre. No injuries or fatalities reported.
2. June 4, Inc #10890; Fire: Pa‘auilo, District 8, Brush Fire, approx. 2,000
acres. C-1 & C-3 utilized, bulldozer operations, and DOFAW support. Multi-
day operations. No structures reported to be lost. No injuries or fatalities
reported.
3. June 15, Inc #11694; Fire: Hawaiian Shores, District 10. HPD reported that
they had contacted squatters on 14th and 15th and was asked to leave
premises. Found fully engulfed upon HFD arrival. Saved neighboring
structure approx. 40 feet away. No injuries or fatalities reported.
4. June 15, Inc #11712; Fire: Shipman Industrial, District 5. Compactor Fire in
warehouse. Fire out prior to arrival. Multiple incidents at facility in past.
Referred to Prevention Bureau. No injuries or fatalities reported.
5. June 21, Inc#12142; Rescue: Boiling Pots, District 4, injured hiker. C-1 and
three (3) FRS personnel extracted the injured hiker and safely transferred
him to EMS personnel. One (1) injury and no fatalities.
6. June 23, Inc#12286; Fire: Wai kea Villas, District 1, Structure fire (limited to
contents only), cause of the fire was a dehumidifier. No injuries or fatalities.
7. June 25, Inc#12475; Search and Rescue: Chin Chuck Road, District 1,
Search and Rescue, 78 years old female, found with no serious injuries.
8. June 28, Inc#12629; Fire: Pa‘auilo, District 8, Brush Fire, approximately five
(5) acres, contained. No injuries or fatalities.

BATTALION 2 West Hawai i
Incidents
1. June 8, Inc# 11203; Service Call-Ocean, Boat on the rocks near Kona
Paradise (District 6). Boat freed with help of occupants and assisted to pier.

1. Tanker 15 familiarization training completed on June 15-17, 2021.

SPECIAL OPERATIONS
HazMat
1. Confined Space Training for all HAZMAT personnel.
Ocean Safety
1. Continuing with iPad and Web based survey familiarization.
2. Water Safety Officer I (WSO I) recruitment: Permanent hires started June.
3. Street LG program for Ocean Safety incident reporting preparation
continuing.

4. RWC procurement status: one (1) of two (2) SKIs arrived. Awaiting sleds
and mounting hardware. Also working on vessel registration. The second
SKI anticipated for possible August delivery.
5. Storage container purchased for Punalu‘u Ocean Safety equipment storage.
Working on delivery with vendor.
Rescue
1. Parts ordered for Rescue Boat 7 (Radon) impeller repairs.
2. Approval granted for repair of Rescue Boat 7-7 (Force). Awaiting scheduling
availability with Force marine.
3. Familiarization training for SEALEGS vessel donated by the Sayre
Foundation completed on June 8, 9 and 10. Vessel now in service at the
Kailua Fire Station.
4. Continue to work on planning for Confined Space Training for Rescue
Personnel.
Sayre Foundation
1. UTV for Captain Cook Fire Station received, working on trailer purchase.
Personnel familiarizing with equipment.
2. 2021 equipment requests received from stations. Working on compiling and
will submit to the Foundation.
V. SUPPORT SERVICES DIVISION
Emergency Medical Services Bureau
1. Our seven (7) paramedic students have started the internship portion of training.
This requires them to ride on our busier ambulance units in the 1st and 2nd
battalion. They will be evaluated over a four-month duration by various
paramedic mentors.
2. Our ambulance fabrication committee went to the Braun Northwest Ambulance
Factory for a final pre-shipment inspection of our new ambulance. This new
ambulance is expected to arrive on island the last week of July and will be
assigned to the South Kohala Fire Station.
3. The EMS Bureau helped support the Honu Triathlon that was held at the Mauna
Lani Resort. This year’s event was comprised of approximately 2,000 athletes
and we had a total of four (4) patient transports to North Hawai‘i Hospital from
this event.
4. We have completed our annual preventive maintenance for our state handheld
radios. Two (2) of our radios needed repair that will be done at no charge to the
fire department.

5. The EMS Bureau participated in the 50th fire recruit class orientation. Ms. Dori
Sugihara went over all of the vaccination and titer requirements. This is a
requirement from the KCC EMS Training Center and the Hilo Medical Center.
Training Bureau
1. Interviewed 55 applicants for Firefighter Recruit. Conditional offers sent to 23
candidates for 18 positions, and 5 alternates.
2. Firefighter Recruit Training Manual updated and in final review with the Hawai’i
Firefighter’s Association.
3. Conducted initial orientation for Firefighter Recruit class with Fire HR.
Candidates were fitted for structural firefighting turnouts and face masks.
4. Built flat and pitched vertical ventilation training props at P hakuloa for the
upcoming recruit class and ladder company training.
5. Received trial equipment for Elkhart Brass to research more effective fire
suppression techniques.
6. Currently processing used equipment donated by Honolulu Fire Department
including used nozzles, hose, hand tools, saws, and fans.
7. BC Springer attended portable radio repeater system training.
Volunteer Training Division
1. Began printing Personnel Accountability System (PAS) ID cards for volunteers.
141 cards printed for 47 volunteers so far. Anticipated completion of project by
end of July as long as we can get everyone’s updated photographs for the cards.
2. Newly promoted Fire Captain Brysen Heidenfeldt shadowing Captain Peter
Andrade to take over the West-Side Volunteer Training Captain position.
3. Volunteer Company 8-A has three (3) new applicants, and they are in the
process of becoming volunteer firefighters.
4. This month training has been focused on wildland firefighting to get ready for the
drier months ahead and the possibility of more brush fires.
Fire Prevention Bureau
1. Fire Prevention Bureau has completed preparation for the 4th of July events. This
would include inspection of all stores planning on selling fireworks and review of
all proposed fireworks shows planned on the 4th. This is to assure code
compliance for our community’s safety.
2. The Fire Prevention Bureau continued the 24-hour schedule and saw many
benefits. One of these benefits has been the ability to accommodate the
construction community with site inspection appointments outside normal
business hours. This helps projects to stay on their projected timelines.

3. The Bureau has continued working on reviewing plans and site inspections for
various large construction projects e.g., Kona Village, Waikoloa Plaza, and Kona
Brew to mention a few.
4. As our community begins to reopen, the Prevention Bureau has shifted our
attention to maintenance inspections. This is to assure businesses are safe to
start servicing the public. This would include all fire protection equipment
serviced and in a ready state.
5. The Fire Prevention Bureau investigated two (2) fires.
Maintenance Shop
1. Apparatus and equipment repair:
Seventy (70) total repairs/service.
Twenty-three (23) service calls and trouble calls.
Eight (8) contracted out and tows.
2. One hundred sixteen (116) DOT inspection completed.
3. Final Inspection for new Medic 14 performed by a team comprised of members of
the maintenance shop and EMS Bureau.
Fire Communications Control Center (FCCC)
1. The assessment for the Fire Radio Dispatcher I (FRD I) recruitment is scheduled
for July 12th and 13th. We currently have nineteen (19) candidates. Candidates
that pass the assessment will move on to the interview process. Interviews are
scheduled for July 27th and 28th.
2. A new dispatcher that transferred from Hawai‘i Police Department started on
June 16th.
3. Two (2) candidates have applied for the Fire Radio Dispatcher III (FRD III)
recruitment. We currently have two (2) vacancies in this class of work.
4. In an effort to address critical staffing shortages, we are working with the
Department of Human Resources to bring a retired dispatcher back on a part-
time and limited term basis.
Fire Auxiliary Services Bureau
1. Acting Battalion Chief (A/BC) K. Minami started on June 28th and plans to stay
until the position can be permanently filled. Along with the other duties of Fire
Auxiliary Services Officer, A/BC Minami is learning how to order, distribute and
manage inventory for department items.
2. FASO coordinated with the Training Bureau with sizing and ordering of personal
protective equipment (PPE) for the 50th Recruit Class. This is time sensitive as
the start date for the new recruits is August 2, 2021.

3. Assisted with the assessment for Fire Radio Dispatcher I (FRD I) recruitment
process.
4. Assisted with the Fire Radio Dispatcher III (FRD III) recruitment process.
Capital Improvement Projects
1. Hawai‘i County Emergency Communications Center
a. Anbe Aruga & Ishizu is the architect.
b. Hensel Phelps is the contractor.
c. Not finished with permitting review and plan approval. During this period
DPW is reviewing the drawings to ensure that construction material and
installation is coordinated and appropriate.
d. No official start date.
2. Waiakea Fire Station Electrical Upgrade
a. Engineering Partners Inc (EPI) is the engineering firm.
b. HELCO application for service upgrade submitted on June 28, 2021.
c. Preparing to submit for building permit.
3. P hala Fire Station
a. Engineering Partners is the architect/engineer.
b. Contract and funding approved. Awaiting schedule by consultant.
4. Hawaiian Paradise Park Fire Station Dormitory Addition
a. Department of Public Works (DPW) is the lead. EPI is the supporting
engineering firm for mechanical and electrical.
b. In receipt of civil and plumbing proposal. According to the Purchasing
Division, we have to go thru procurement again for the civil engineering
portion.
c. Preparing additional (supplemental) services contract for EPI for plumbing.
d. DPW will submit for permitting while we are awaiting the contract for the
civil component.
5. Central Fire Station Rehabilitation Project
a. Scott Fleming is the Architect.
b. The design contract has been approved and funding for the design phase
has been allotted.
6. Kailua Fire Station
a. Will be purchasing a new generator through emergency procurement.
b. Civil Defense will loan us a generator. DPW to install temporary transfer
switch.
c. Electrical permit will be required.
7. Waikoloa Fire Station/ Civil Defense Antenna
a. DPW is the architect/engineer.
b. The design is complete. Drawings are in the pre-final stage and being
reviewed by project coordinator.

8. Kaumana Fire Station Plumbing Improvements
a. Inaba Engineering is the engineering firm
b. Design contract approved and we are waiting on the schedule for the
design phase.
c. Survey to start in about 3 weeks (end of July).
d. Inaba will prepare schedule and submit.

a. Scott Fleming is the Architect.
b. The contract has been awarded.
c. Awaiting funding.
10. Waiakea Fire Station Improvement

b. The contract has been awarded and we are waiting for funding for the

Volunteer Section Report
1. No new updates.
VI. Chief’s Briefing
1. Transitioning Fire Commission meeting to Council Chambers:
a. Spoke with Mayor, reviewed Granicus contract, and met with
Charles West. Working on pay agreement to manage
interdepartmental transfer for costs of technician.
2. EMS Downgrade/Paramedic Shortage:
a. Pro-pay being reviewed by DHR, working on a formal routing
through Diane Noda.
3. Fire Prevention Statistics:
a. Presentation by Chief Todd.
b. Discussion on goals and objectives for prevention bureau over next
six (6) months.
4. F2 Selection Process:
a. Chief Moller has been selected and started July 1st.
5. Currently starting the fiscal needs departmental analysis in preparation for
the start of FY22-23 planning.
6. Central Fire Station:
a. Property management looking for alternate location.
b. Looking at bringing in Forensic Engineer to determine long term
stability of building.
