CALL TO ORDER The meeting was called to order at 9:45 a.m. by the Chair. II. APPROVAL OF AGENDA Shana motioned to approve the agenda for the November 17, 2021 meeting; Mele seconded the motion; motion passed. IV. APPROVAL OF MINUTES Andrew motioned to approve the minutes for the October 20, 2021 meeting; Hannah seconded the motion; the motion passed. V. TREASURER'S REPORT County of Hawaii MITCHELL D. He also reported that $163 was deducted for printing costs of the Services Directory since July 2021. The balance of our Committee budget is $9,837 as of November 2021. Shana asked what happens to unspent HCSW funds after the fiscal year. Andrew replied that any unspent funds are returned to the County each fiscal year end. He recommends the submission of any requests for funds be done right away for approval and dispersal before the next fiscal year ends in June 2022. All requests for FY21-22 should be submitted by the latest date of April 2022 in order to be timely. MOTION: Mele motioned to approve the year-to-date Treasurer's Report of October 2021; Hannah seconded; the motion passed. VI. STATEMENTS FROM THE PUBLIC No statements from the public this month. Mihaela introduced Shanee "Kai" Gacayan as an applicant to the HCSW. Kai shared about her life, her work, and her hopes to be a part of the Committee. VII. CORRESPONDENCE No new correspondence. Vill. REPORTS A. HSCSW liaison report Liaison Cyd Hoffeld was not present to provide a report. B. Family Violence Interagency Committee (FVIC) Kahea and Shana attended the meeting on November 1, 2021. They reported that the Malama Makuahine initiative was shared on behalf of HCSW. The FVIC was receptive and looks forward to learning more and possibly getting involved. ACTION ITEM: Shana will email the FVIC members more information before the next FVIC meeting in December. FVIC announcements and 2022 activities were briefly shared: 1) November 18: Career fair for Hawai'i Island high school students 2) November 18: "The Great American Smokeout" Worksite Wellness Fair 3) Hawai'i Island United Way funding for Puna area 4) Zonta: "16 Days of Activism" 5) Shoebox Project at Kuhio Mall 6) January 2022: Human Trafficking Awareness Month 7) April 2022: Sex Assault Awareness Month, Child Abuse Awareness Month, National Crime Victims' Rights Week C. MMNHWG Task Force Mihaela attended the November meeting of the Task Force and said that there were 23 participant organizations: : 1. Office of Hawaiian Affairs 2. AG Human Trafficking Coordinator . Kahea asked if the Hawai'i County Human Trafficking Task Force is still in existence and if so, if they participated in this Task Force. She also asked about Hawai'i County agencies that participated. Mihaela said she was not aware of the Hawai'i County HT Task Force and assumed that the State of Hawai'i Attorney General's HT Task Force included all counties. Both will follow up to clarify. Mihaela shared the following points being considered by the Task Force for use in their work to investigate and report on human trafficking in Hawai'i: 1) What kinds of data are publicly available? 2) What kinds of additional data are not publicly available? 3) What can the Task Force do to fulfil its goals? IX. OLD BUSINESS A. Communications: Brochure, Family Services Directory, Social Media • Family Services Directory Mihaela reported that all 2021-2022 directories have been printed and ready for distribution. Anyone wanting directories should contact Mihaela or Farrah - Marie with their mailing information or to arrange for pickup. Farrah -Marie reported a correction to the Hamakua-Kohala Health Center contact information needs to be done online. ACTION ITEM: Farrah -Marie will update directory with edits online. • Facebook page Mihaela reported that the official HCSW Facebook page is now active. She encourages everyone to please like and share the page. As the administrator of the page, she asks members to submit posts to her that are intentional, include a graphic, and follows the County's social media rules. The Family Services Directory is now posted on the Facebook page via a link to the YWCA. Farrah -Marie suggested a timeline for submissions. ACTION ITEM: All members are asked to like and share the FB page. ACTION ITEM: All members are asked to participate in a podcast to introduce the members of HCSW for posting on the FB page. ACTION ITEM: Communications Subcommittee to create a timeline for Facebook submissions. County of Hawaii MITCHELL D. Members agreed to this and will vote on the amended version at the December 15, 2021 HCSW meeting. B. Outreach: Teen Dating Violence, Real Women Essay, Ma'i Movement • Ma'i Movement ACTION ITEM: Cody will follow up with Mihaela about the funding issue. • Hawai'i Diaper Bank Shana shared that Farrah -Marie Gomes presented the Hawai'i Diaper Bank at UH Hilo at the October 2021 Outreach Subcommittee meeting. They will collaborate with HCSW on a diaper donation drive in February 2022. • Real Women Essay Farrah -Marie reported that the gift cards for the contest still have not been distributed to the winners. The County has had them since June 2021. There was a discussion about the process regarding the handling of the cards in the County's possession, as two County employees are the only ones designated to access those cards. ACTION ITEM: Mihaela will follow up with Allen on the status of the cards. ACTION ITEM: Mihaela will contact Farrah -Marie with the information. • 2022 Year of the Mother Shana reported that the Outreach Subcommittee is actively working on the Year of the Mother 2022 project and has met with several others over the past month to secure the schedule of activities and other elements. Senator Acasio's office is helping with the State Resolution and Governor's Proclamation, as well as an upcoming meeting with other legislators to introduce the initiative in January 2022, along with the State CSW. She also met with CSW's Cyd Hoffeld of Hilo Bay Clinic to get their involvement with the February 2022 Health of the Mother theme, and Cyd shared many other Hawai'i Island resources for Shana to contact for this effort; Dr. Hannah Preston -Pita of Hilo BISAC to ask them to participate in May's Mother's Mental Health Matters theme, which they will help with in various ways; "Uncle Howard" Pe'a to ask him to participate in March for the Mothers in History theme, and he will participate with stories with a cultural perspective. Shana reported a change in the original project budget, and will present a revised budget at the December 2021 HCSW meeting after it is discussed with and approved by the Outreach Subcommittee. She created a t-shirt order to be submitted for approval to the County. County of Hawaii MITCHELL D. ACTION ITEM: Shana will send the County approved design to the Outreach Subcommittee for approval and then to the Committee for approval. Mihaela shared that she met with Councilmembers Kimball and Kierkeiwicz on November 12, 2021 to discuss the initiative. They were in support and will work on the Resolution we submitted to them for presentation at the County Council Chambers on January 5, 2022, along with a luncheon for all HCSW members to attend. They also will provide an official County Certificate of Recognition to (2) Hawai'i County agencies who serve the mothers and families of the island according to each month's theme. This is to start in February 2022, and nominations will come from the Committee. Deadline will be December 3. The council members also suggested the UH Hilo Women's Studies Center to be a part of March's theme of Mothers in History. Mihaela submitted a draft Mayor's Proclamation recognizing "Malama Makuahine Year of the Mother 2022" to the Committee for a vote. (A full report of the November 12 meeting is attached to these minutes.) MOTION: Kahea (Evelyn) motioned to approve the submittal of the Mayor's Proclamation to the Hawai'i County Mayor's office on behalf of HCSW; Hannah seconded the motion; motion passed. ACTION ITEM: Mihaela will submit the draft Mayor's Proclamation to the Mayor's office for his approval. ACTION ITEM: Shana will provide Mihaela with the criteria for the submissions of service provider recognitions as soon as possible. ACTION ITEM: Farrah -Marie will coordinate with the UH Hilo Women's Studies Center to participate in the March forum for Mothers in History. ACTION ITEM: Mihaela asked Mele to be the HCSW contact to Zonta for participation in their 16 Days of Activism" during December 2022. C. Research: Status of Women Report, Equal Pay • Equal Pay No report. • Status of Women Report Farrah -Marie shared that Mihaela presented the HCSW Status of Women Report 2021 at the University of Hilo in November. D. Legislative & Advocacy: Human Trafficking, Equal Pay • Subcommittee updates ACTION ITEM: Kahea will present a proposal at an LASC subcommittee meeting for discussion and approval, then to the HCSW. X. ANNOUNCEMENTS County of Hawaii MITCHELL D. Venues were suggested, however, it was decided that the meeting will be best held via Zoom due to holiday schedules and members being off island. All members present agreed. ACTION ITEM: Mihaela will let Allen know that the December meeting will be via Zoom. ACTION ITEM: All members are asked to submit suggestions for future in - person venues to Mihaela. X.
