The Commission welcomes testimony from the public on the draft redistricting plan at these hearings to help inform its final redistricting plan that will establish the geographic boundaries of the County Council districts,which will be in place for the next ten years. The draft redistricting plan is a proposal by the Commission to redraw County Council district boundary lines that account for the newest census population data. Pursuant to Sections 92-7 and 92-41, Hawaii Revised Statutes,notice is hereby given that public hearings will be held in-person and virtually by the Commission: December 14, 2021 (Tuesday) and December 16,2021 (Thursday) The public may provide testimony in-person on both dates at either: County Building—Hilo Council Chamber, Room 1401 25 Aupuni Street, Hilo, 96720 West Hawaii Civic Center Council Chamber, Building A 74-5044 Ane Keohokalole Highway,Kailua-Kona, 96740 Hearings on both dates will begin at 6:30 p.m. and conclude 15 minutes after the last testifier. If you seek to testify in-person, please plan to be at the site at the start of the hearing since there is no set end time. Note:All current federal, state and local guidelines, rules and proclamations to ensure public safety in addressing the COVID-19pandemic will be adhered to at thepublic hearing sites. This may include limiting the amount of individuals accessing the indoor location. You may be asked to remain outdoors until we are able to allow access at the appropriate time. Virtual participation via the Zoom platform and telephone dial-in will also be made available as options to provide testimony.Please see below for information. Submitting Oral Testimony: Persons seeking to express their views may do so orally at the hearings. So that the Commission may be aware of expected capacities as much as possible, individuals who plan to testify in-person are asked to register by emailing redistrictingcommissionghawaiicoun ov or calling 808-961-8020. Oral testimony at the hearing will be limited for a length of time determined by the Chairperson,but not less than three (3)minutes. Videoconferencing The Commission intends to make participation and/or viewing via videoconferencing available for these hearings through the Zoom platform. To inquire on availability or to request access to the hearings on Zoom, contact Commission staff at redistrictingcommissionghawaiicountygov or 808-961-8020. Upon receiving a request,you will be provided with the access code information and brief instructions. If for technical or other unanticipated circumstances the video connection cannot be made and/or is disrupted, the scheduled public hearing will continue. To ensure adequate response,please submit registration requests at least 24 hours prior to the time of your intended attendance.
