This session will be held by interactive video conference through the Zoom platform. Public Viewing The public may observe the meeting by viewing a livestream on the Commission's YouTube channel at: hiips://www.youtube.com/channel/IJCYzBy9MDfzQXm2ygg2sklag. Note: if technical issues disrupt the livestream, the meeting may continue. Providing Oral Testimony: The public may provide oral testimony to commissioners via videoconference through Zoom. To request access, email redistrictingcommission@hawaiicounly.gov or call 808-961-8020 no later than 12 noon, Thursday,December 16,2021. If you record a voicemail,please indicate an email address. When a request is received, Commission staff will provide information on how to access the meeting through Zoom, along with brief instructions. Written Testimony: For best ensuring timely delivery to commissioners prior to the meeting, written testimony should be submitted before 12 noon, Thursday, December 16, 2021 by: (1) email to redistrictingcommission@hawaiicoun ov, 2) facsimile to (808) 961-8673, or(3) mail to Redistricting Commission, Office of the County Clerk, 25 Aupuni Street, Suite 1402, Hilo, Hawai`i 96720. All written testimony, regardless of time of receipt, will be part of the permanent record. APPROVAL OF MINUTES October 28, 2021 meeting—6th session ORDER OF THE DAY NEW BUSINESS 1. Final Redistricting Plan On November 29, 2021, as a reconvening of its November 23, 2021 —8th session, the Commission approved its draft redistricting plan (https://arcg.is/1CfTe10) by vote. Pursuant to Hawaii County Charter Section 3-17(e), public hearings on the draft plan were then conducted on December 14 and December 16, 2021. During its December 9, 2021 —9th session, the Commission postponed discussion of further considerations to its draft redistricting plan. The Commission may consider any adjustments and approve a final plan. Hawaii County Charter Section 3-17(d) requires the Commission to file a redistricting plan by December 31. 2. Report Transmitting a Final Plan Pursuant to Hawaii County Charter Section 3-17(d) and Hawaii County Code Chapter 36, Article 6, the Commission shall submit a report to the County Clerk transmitting the final plan chosen by December 31. The Commission conducted a preliminary discussion on the report at its December 9, 2021 —9th session, during which it requested information on the outcomes of the 2011 Redistricting Commission Report recommendations and a draft outline from support staff. The Commission may further discuss, review, consider content, and approve its report.
