AGENDA
NOTICE IS HEREBY GIVIEN of the following matters to be considered by the
Game Management Advisory Commission of the County of Hawai’i in accordance
with the provisions of Chapters 91 and 92, Hawai’i Revised Statutes, Section 6-
7.5(a) of the Charter of the County of Hawai’i, and the Commission’s Rules of
Practice and Procedure.
Pursuant to Governor Ige’s proclamation, in order to minimize physical contact
and maximize social distancing, this meeting will be conducted via Zoom.
DATE: Tuesday, December 14, 2021,
TIME: 6:00 to 8:00 PM
PLACE: This meeting will be held by interactive video conference through Zoom.
The public may provide oral testimony at the meeting by calling into the
Zoom meeting. To register for access to the Zoom meeting please
provide your email to Barbara.Kossow@hawaiicounty.gov no later than
4:30 PM, on Tuesday, December 14, 2021.

2. APPROVAL OF MINUTES: November 16, 2021
3. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Statements from the public will be taken throughout the meeting.
4. PRESENTATIONS:
a. Jerome Nickerson, District Manager of the Division of Boating and Ocean
Recreation of Hawai’i Island will give us an update on issues related to the Kona
Pier.

b. Peter Simmons, secretary of the Hawai’i Forest Industry Association will share
forest management, concerns, and proposals.
c. Sydney Singer, Environmental Anthropologist and book author, will share
alternative viewpoints in forest management.
5. OLD BUSINESS:
a. Update on the County GMAC letter requesting the County Planning Department
to pursue the development of the Kaupakuea public access into the Hilo Forest
Reserve.
6. NEW BUSINESS:
a. Recognition of Stanley Mendes, for his faithful and excellent service as a GMAC
commissioner and vice-chair.
b. Elections – GMAC Chair and Vice-Chair.
c. GMAC meeting schedule for 2022 year.
d. Meeting ideas to place on agenda for 2022 year.
e. October 19, 2022, “Out Doors Day” planning.
f. Vote on shooting range development legislative bill.
7. ANNOUNCEMENTS:
a. Brian Ley will provide an update on the 2021 bird hunting season.

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the
agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board’s attorney on questions and issues pertaining to the Commission’s
powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS
Section 92-4 is necessary to hold an executive session.

language interpretation to access this meeting please contact the Office of the Mayor at
323-4444 as soon as possible, but no later than five (5) working days prior to the meeting
date, to arrange for accommodations. If you are a lobbyist, you must register with the
Hawaiʻi County Clerk within five days of becoming a lobbyist. {Article15, Section 2-
91.3(b), Hawaiʻi County Code. “A lobbyist is any individual who is engaged for pay or
other consideration who spends more than five hours in any month or $275 in any six-
month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials.”
