Public Testimony: Summary
District 1:
022:N boundary should be at Kukuihaele. S boundary into Paukaa and Kawiki (Hunt she lives
in Keaau)
027:Piihonua: keep it together. It starts at Wainuenue and Akolea, goes across Wailuku River.
Do not use Wainuenue or Wailuku River as it dissects our community. (Tulane, Piihonua City
Assoc)
028:Wailuku River folk connected to Hilo,not to Hamakua (Pocsidio).
030: Keep First United Church, Kaiser, Hilo Medical in Hilo. Dont move the boundary to
Wainuenue. (Czarnecki)

(Against inclusion of so much of Waimea in 1, Waimea should not be split: Richards, Eoff,
Childs, Willey)
(Support proposed map: Roby, Cook)
District 2:
031:Native Hawaiian community likes having2 Council members; favors Hustace 9.1.It brings
together Papaewa, Keaukaha, and Piihonua and scattered Hawaiian Homestead lots now in D4.

District 3:
022: Extend at least to Railroad Ave if HPP is split between 3 and 4 (Hunt)

(Put S. part of 3 into 5, Ford and OHara)
Districts 4 and 5:
021: HPP should be with Keaau and Hilo; or split HPP in half. Traditionally, D5 split Hawaiian
acres. Paradise Park should be in D5. (Patrice MacDonald)
026: Lopez map best for 4 and 5 (MacDonald)
022: If Panaewa and Puna are put in one District, connect them to Keaau. D4 should include
all of lower Puna, including Ophrikao and Kalapana. All of Pahoa in 4. D5 should include
Sinaloa, Orchidland, Hawaiian Acres, Fern Acres; boundary in the Volcano area. (Hunt)
032: Dont let Puna meander into D6. Keep upper Puna in 5 or 4. (Pinto)
034: Split Pahoa between 2 Districts as it is now (Golden, Lower Puna Rising)
035: Do not split Hawaiian Acres (D5). None of D5 should be in Hilo. Put Pahoa in D5 not D4.
Wao o kele Hawaiian Acres and Fern acres in 5. Divide HPP. Some belongs with Hilo, more
urban. (MacDonald, Bernard, Wilcox, Chaplin)

022: Include Fern Forest. Dont tie inS Kona and Kau. Include Fern Forest and Volcano.
Move Volcano Park to D5 to not make the District so huge geographically (Hunt)

(D6 too big, too diverse, put more of D6 into D5, David, OHara )
District 7 and 8:
022: Put Milolii in 7 (Hunt)

(7 and 8 work together and have a lot in common; where the line is between the 2 is less
important than the boundaries between 8 and 9, and 6 and 7 - Childs, Eoff)

(Dont have D9 push into Kona, should not take Kalawa; it belongs in 8. Eoff, Childs, Ford,
Willey)
(Mauka of Mamalahoa should go in 7, Childs. Ford concurs, says theres no access to that forest
reserve except through 7)
(Dont split Kailua village. Ford)
Districts 9:
022: Put all of Mana Road in 9 (Hunt)
005 and 005.1 Put Wailoloa Beach Resort with Waikoloa Village/Waimea/Puako/Mauna Lani
Resort - Im District 9 (not District 8) (Delaneys)

(Keep Waikoloa Village, resort areas on coast, together. There will be up to 5000 new people in
next few years. Supports current map; put Waimea in D1. Konowicz)
This item is to assist Commissioners with Agenda item 1 on re-mapping on the December 17,
2021 agenda. I know there will be more testimony on Thursday, and feedback from Native
Hawaiians on Wednesday, which I will add later.
