SUBJECT:RationaleforD1boundaries,andsuggestionforourfinalreport
IamproudthatourCommissionhasbeenexemplaryintermsofitstransparency,anditsefforts
tocommunicatewiththepublic.Inthatspirit,forourfinalreport,Isuggestthatweincludethe
rationalethatweusedtocomeupwiththefinalDistrictboundaries.Thiswouldhelpthepublic
understandwhywedidwhatwedid,sincenotalloftheirinputwillhavebeenfollowed.The
draftbelowisasampleofwhatthismightlooklike.ThiscouldbeconsideredunderAgenda

DRAFT/SAMPLE:RationaleforD1ontheproposedmap:
Southernboundarychanges:
*BoththeD1andD2Commissionerswouldhavelikedtodrawthe
boundaryatHonoliistreamandtoputWainakuandKawiliintotheHilo
district,butthatwasntpossibleduetothedeviationrequirements.Asit
is,D1hasthelargestnegativedeviationsowecouldnotmovemore
populationoutofD1.
*BymovingtheboundaryupfromtheWailukuRivertoAmauluRd,we
wereabletore-unitePiihonua.Thebulkofpublictestimonyregarding
theboundaryaskedthatwenotusetheWailukuRiverbecauseitdivided
thePiihonuacommunity.
*KeepingtheotherareasaboveAmauluandfromtheeastofAmauluatits
intersectionwithWainakuDrivedowntotheWailukuRivercanbe

considered reasonable for two reasons: 1) people there are already in D1
2) Folks in Wainaku and Kawili are part of the Hamakua Community
Development Plan (based on judicial districts) and so share some of the
same opportunities for input with the County through the CDP process.
Northern boundary changes
* The new map keeps the DHHL and Hawaiian homelands areas together
in D9.
* The boundary moves D1 westward from White Road to to Mokuloa Road,
taking the people on the east side of the beltway living on streets parallel
and similar to White Road, and stops before the Hawaiian Homestead
area.
* The boundary below the beltway is now Mehealani straight to
Mamalahoa; it does not jog from Mehealani to Kahilu Road and then up
White Road.
* It maintains almost all the previous boundary lines, with as little as
possible moving into D1. Waimea remains largely in D9, including its
center, the areas along the high road to the resort district, and all of
Kawaihae Road.
